Crisis Negotiators

A mentally unstable couple seizes a Social Welfare Department office with a LPG canister, taking hostages during a tense standoff. Tse Ka-chun negotiates and secures the release of some hostages, but the couple detonates the LPG and commits suicide, devastated by their inability to see their son again. After the incident, Tse resigns from the police and becomes a social worker to help those in need.

Three years after the incident, Cheuk Man-wai rises to chief police negotiator and, together with the Special Duties Unit, successfully resolves a bank robbery. The operation demonstrates his negotiating skills in a high-stakes crisis and restores order.

That night after the bank incident, Cheuk and his colleagues share a celebratory dinner. Ka informs Cheuk that his informant has revealed embezzlement from the reparational fund by Li and other insiders. The discovery deepens the tension around internal corruption and the ongoing investigation.

Cheuk goes to meet Ka for details but discovers him dead. The situation escalates as Cheuk is found with documents for opening offshore accounts forged by Li, leading to his arrest as the prime suspect. The case triggers a dangerous chase and a descent into the internal investigations crisis.

In prison, Cheuk's supervisor Law pressures him to confess in exchange for a lighter sentence. Refusing to bow to coercion, Cheuk resolves to break out and continue pursuing the truth from outside.

Cheuk escapes custody and arrives at the internal investigations office, taking Law, Li, Li's assistant Maggie, and informant Lo as hostages. The siege triggers a tense standoff and a race against time for the police.

With the headquarters surrounded, Cheuk's negotiator apprentice Yeung tries to bargain but is outmaneuvered. Cheuk insists that he will only negotiate with Tse, signaling his belief in Tse's integrity.

Tse arrives at the scene and questions Cheuk's demand to speak with him. He explains that he believes Cheuk is honest and that his departure from the force would make him a potential mole, setting up a tense but mutual trust between the two men.

Bun orders a breach, which backfires and results in the capture of two SWAT members. Tse retaliates by cutting electricity to the room to pressure for Law's release, escalating the power dynamics of the siege.

Maggie and Lo help Cheuk hack Li's computer to uncover evidence of the corruption. Tse brings in retired inspector Wan to pose as Ka's informant, but Cheuk discovers that Ka himself is the real informant, holding a tape exposing Li's crimes.

SWAT commander Ko and his men infiltrate the scene with the intention of silencing Li, who dies in the process but passes on his gym locker key to Cheuk. The stage is set for a climactic confrontation at the gym.

Law arrives at the gym, shoots Ko, and tries to pressure Cheuk into taking the blame. Cheuk refuses, and Law overpowers Tse and takes him hostage. Tse's walkie-talkie broadcasts the scene to all officers, exposing Law's deception.

Cornered and exposed, Law commits suicide rather than face exposure and punishment. The corrupt operation is publicly revealed, and the siege ends with the truth coming to light.

Six months after the siege, Cheuk and Tse meet again at the police station. Cheuk promises that if Tse continues to ensure the needy are helped from the outset, he will safeguard them at the end, signaling a fragile but renewed partnership.
