When LAPD officers Dennis Peck and Van Stretch embark on a drug bust, their brutal methods raise serious concerns. Outside the operation, fellow officer Dorian Fletcher takes aim at a perceived threat but soon realizes he’s targeting an unarmed individual. As the narrative unfolds, it becomes increasingly apparent that Stretch’s reckless conduct has been inadequately addressed. On the other hand, Peck presents himself as a model officer, but underneath, he conceals a labyrinth of corruption and deceit.
The scene shifts as Raymond Avilla, a fresh recruit in the Internal Affairs Division (IAD), teams up with Amy Wallace to scrutinize the drug bust. Their investigation reveals a chaotic web of abuse, intimidation, and corruption that extends well beyond the boundaries of Los Angeles. As they peel back the layers, the disturbing facets of Stretch’s personal life surface, as does Peck’s questionable lifestyle, which juggles several wives and children, all maintained on a modest patrolman’s salary.
With Avilla’s inquiry steaming ahead, he finds himself locked in a perilous game with the crooked Peck. Meanwhile, Peck exploits his status for profit as a hitman, executing high-stakes jobs that yield substantial rewards. When businessman Steven Arrocas approaches him with a tempting offer of $15,000 to eliminate his parents, Peck is insulted and demands a more lucrative fee for his lethal services.
Tensions boil over as Avilla presses Stretch to take a stand against Peck, leading to Stretch’s precarious state. Unbeknownst to him, Peck is in the midst of an affair with his wife, Penny. The stakes shoot higher when Stretch is viciously assaulted and left for dead, only to shockingly reveal that he is alive, gasping for breath.
As the investigation escalates, Avilla and Wallace concoct a plan to capture the witness who has key information about the events. Just as they feel they are closing in, two SWAT teams storm the area, leading to a harrowing shootout that results in the deaths of Fletcher and Demetrio, the vital witness. In his dying moments, Demetrio points to Peck as the one responsible for Stretch’s plight, a grim revelation that threatens to expose the very core of the LAPD’s integrity.
Amid the unraveling case, Avila’s marriage crumbles under the immense stress of his obsession with the investigation. Concurrently, Peck, who has expertly played the role of a master manipulator, had insinuated to Avila that he would target Kathleen, Avila’s spouse. Following the incident with Demetrio, Peck seizes the opportunity to orchestrate an intimate meeting with Kathleen, masquerading as an IAD investigator concerned for her husband’s welfare. This clever ruse not only enrages Avila but leaves him emotionally destabilized. In their office building’s elevator, Peck exploits a chance to exact vengeance on Avila with a brutal assault, leaving Avila reeling. This leads to an explosive confrontation between Avila and Kathleen.
As the IAD narrows its scope around Peck, they stumble upon an incredible revelation: the wives of Peck share staggering real estate assets that are mysteriously interconnected. Penny Stretch, a savvy businesswoman, has been orchestrating these dealings in secrecy. Though initially hesitant to cooperate, she eventually divulges critical details to Avilla and Wallace about two murder victims who share ties with Arrocas, whose wife had previously disclosed her husband’s odd communications from someone allegedly linked to Steven Arrocas.
In a gripping twist, Arrocas unexpectedly discovers Peck in a compromising situation with his wife. Unphased by the intrusion, Peck braggingly asserts that he has succeeded in his contract killing of Arrocas’ parents and attempts to provoke Arrocas into eliminating his own wife. However, Arrocas takes control of the situation by shooting Peck in the foot, then escaping the chaos. When Avilla and Wallace arrive, they are met with the grim reality of Arrocas’ lifeless parents.
While hiding away, Peck manages to shoot Wallace, inflicting serious injury as he flees the scene. Desperate to ensure justice prevails, Wallace informs both Avilla and an ambulance driver that Peck was the assailant, providing a crucial alternative witness. With this vital update now circulating, Avilla rushes home, only to encounter Peck holding Kathleen hostage at gunpoint. In a cruel twist of fate, after being beaten and shot in the leg, Avilla musters the strength to confront Peck. In an act of self-defense, Avilla ultimately ends Peck’s reign of corruption by shooting him dead, putting a violent conclusion to this harrowing journey.
