Lieutenant Danny Roman, a highly skilled hostage negotiator with the Chicago Police Department, finds himself in an unthinkable predicament. His partner, Nate Roenick, reveals alarming information about corruption within their unit, suggesting that certain members are siphoning funds from the department's disability program—of which Roman is a board member. This devastating revelation escalates when Roman discovers Roenick's lifeless body, cruelly slain. Almost immediately, the police turn their suspicions toward Roman, who now stands at the center of a murder investigation.
Things deteriorate further as Internal Affairs inspector Terence Niebaum, whom Roenick suspected of involvement in the embezzlement, takes charge of the case.
