Thomas Beckett Tom Berenger, a former U.S. Marine Corps Force Reconnaissance Scout Sniper who lost his index finger in the first film, is greeted at home by CIA officer James Eckles Dan Butler and Colonel Dan McKenna Linden Ashby. They brief him on a high-stakes mission: assassinate Mile Valstoria Peter Linka, a renegade Serbian General responsible for brutal hit-and-run ethnic cleansing in Muslim-populated areas, a move the CIA fears could ignite a larger regional war. Beckett agrees but insists on a partner, securing the help of an experienced spotter, Jake Cole Bokeem Woodbine, a U.S. Army sniper on death row who earns a pardon by taking part in the operation.

Dropped into Serbia, Beckett and Cole make their way to a Catholic basilica where they cross paths with Sophia Erika Marozsán, an underground resistance member. Sophia helps them reach her apartment high above the city, perched near a government building that looms as a possible future extraction point. The next morning Beckett executes Valstoria, an action that triggers a city-wide lockdown and leaves their original extraction plan in ruins. With their escape route compromised, the pair improvises and jumps aboard a public tram, hoping for a quick exit. When soldiers close in, Beckett and Cole seize control of the tram and smash into police cars, forcing a frantic dash through the streets. In the chaos, Cole is captured and Beckett narrowly escapes.

That night Beckett reconnects with Sophia, and together they hatch a rescue plan for Cole. Sophia’s brothers, Zoran Ferenc Kovács and Vojislav Barna Illyés, join the effort, and the trio boxes in military trucks carrying Cole and a fellow prisoner, Pavel Tamás Puskás. Cole reveals a startling truth: the Valstoria assassination was staged to trap him, with Pavel intended as the real target—an audacious scheme to rescue the dissident from jail. The group moves to an abandoned factory that is meant to serve as the extraction point, but they are ambushed by a tank and infantry. In the ensuing fighting, Vojislav and Zoran are killed, and Beckett, though battered, escapes while Sophia urges the others to press on.

From a distance they pivot toward Komra, a Muslim town where Pavel’s contact Nauzad Zoltán Seress offers to help them reach the border. The plan shifts to getting them onto a bus; along the way they cross a river and push toward Simand, the secondary extraction zone. Captain Marks Can Togay inspects the departing bus and orders a tracker to pursue the trio to Simand.

In Simand, the three men are ambushed by a special-forces unit; Pavel takes a minor injury, but the group fights back and defeats the attackers. The tracker holes up in a town factory and methodically snipes at them. Beckett directs Cole to escort Pavel to the extraction while he confronts the tracker. Cole is seriously wounded, but Beckett manages to eliminate the sniper and shepherd the wounded Cole and Pavel into a helicopter, lifting off as Serb reinforcements close in.

As the helicopter climbs away, the sealed fate of their mission becomes clear: Cole, gravely wounded, looks at Beckett and whispers his final, defiant moment before dying. The moment is etched in memory as he cries out his ultimate word of freedom.

“Freedom!”
