As Thomas Beckett (Tom Berenger), a seasoned former U.S. Marine Corps Force Reconnaissance Scout Sniper, grapples with the shadows of his past, he receives an unexpected visit from CIA officer James Eckles (Dan Butler) and Colonel Dan McKenna (Linden Ashby) at his residence. The burden of a recent conflict, where he lost his index finger, still lingers, yet Beckett’s remarkable marksmanship remains undiminished. Recognizing his expertise, the CIA recruits him for a perilous task: to eliminate the notorious Serbian General Mile Valstoria (Peter Linka), whose brutal ethnic cleansing operations threaten to destabilize the region. Beckett, aware of the gravity of the situation, consents to undertake the mission but insists on having a reliable spotter by his side. His request is granted when he partners with Jake Cole (Bokeem Woodbine), a skilled U.S. Army sniper with a troubled past, having once been sentenced to death for killing a federal officer he believed had betrayed him.
Upon touching down in Serbia, Beckett and Cole find themselves deep within the capital, on the doorstep of a historic Catholic basilica, where they are introduced to Sophia (Erika Marozsán), a member of the underground resistance who takes them into her confidence. Situated in her apartment overlooking where Valstoria is expected to appear, Beckett and Cole meticulously prepare for their assignment. The following morning, Beckett successfully takes out his target, triggering an immediate lockdown throughout the city.
With their initial extraction point compromised, Beckett and Cole must devise a backup escape plan. They manage to board a passing public tram, but their cover is soon jeopardized as soldiers attempt to apprehend them. Through swift maneuvering, they commandeer the tram, crashing it into a line of police cars and making their getaway. Unfortunately, Cole is captured and finds himself in a high-security facility for “special enemies.” Beckett, on the other hand, skillfully evades capture and takes a moment to regroup.
That fateful night, he reunites with Sophia and together they strategize a bold rescue plan to free Cole. With the help of Sophia’s brothers, Zoran and Vojislav, they orchestrate an ambush on a military convoy transporting Cole and another prisoner, enabling a daring escape from the truck into a waiting van. As they flee, Cole reveals that his assassination of Valstoria was merely a diversion, allowing for the rescue of Pavel, a documented pacifist and political dissident.
However, their victory is fleeting, as they soon face a brutal ambush from a tank and infantry at the outskirts of an abandoned factory where they had hoped to extract themselves. During the attack, both Zoran and Vojislav lose their lives, compelling Beckett to order Sophia to escape alone for her safety. In the aftermath, Pavel advocates for heading towards Komra, a Muslim town where he believes assistance awaits so they can reach the border safely. Upon meeting Nauzad, Pavel’s friend, they learn he can arrange transportation on a bus heading towards freedom.
Yet, their journey hits another hurdle when they encounter a sudden checkpoint while trying to cross a river. Forced to alter their course, they proceed on foot towards Simand, their secondary extraction point. Meanwhile, Captain Marks, on the hunt, investigates the bus with Beckett, Cole, and Pavel, suspecting they are aiming for Simand, and sends a tracker with a special forces unit to capture them.
Upon their arrival at Simand, the group is met with a storm of gunfire from the surrounding woods, leaving Pavel injured. They retaliate against their attackers with brutal efficiency but are pushed deeper into town. The tracker, now holed up in a local factory, rains down sniper fire that severely injures Cole. In a desperate move, Beckett takes out the sniper and instructs Pavel to evacuate with Cole. As they struggle to carry the gravely wounded Cole towards safety, a new wave of Serb reinforcements, led by the determined Captain Marks, closes in. Amidst the chaos, Cole makes an indelible mark on their mission with his final breath, exclaiming “Freedom!” before succumbing to his injuries, leaving Beckett and Pavel to confront the harsh realities of their perilous situation.
