As the film kicks off, we find US Special Forces sniper Bob Lee Swagger alongside his scout, Donny Fenn, positioned in the rugged hills of Ethiopia. They patiently await the moment to provide cover for a US convoy maneuvering through hostile terrain. Their conversation revolves around personal stories, including Donny’s cherished memories with his wife, Sarah. Suddenly, their mission becomes intense as a truck, equipped with a machine gun, rushes toward the convoy. With a flawless precision, Swagger takes out both the driver and shooter, ensuring the mission’s initial success. However, just as they think they’ve seen the worst, a swarm of militia appears, launching an assault on the soldiers. Donny communicates target information while Swagger uses his sharpshooting skills to fend off the attackers, granting the convoy a perilous escape.

Unfortunately, their actions expose their location to enemy forces, leading to a situation where the two snipers become the targets. Back at base, their commanding officer prioritizes maintaining secrecy over the men’s safety, resulting in Swagger and Donny being left behind in grave danger. An enemy helicopter starts to rain down fire, leading to Donny’s tragic demise. In a desperate act, Swagger finds a Barret 50 caliber VBM82A3 SASR and retaliates, bringing the helicopter crashing down in a fierce explosion.

Fast forward three years, Swagger has become a recluse, isolated in the mountains. With his scruffy appearance and only a loyal dog for company, he spends his days reflecting on past horrors, occasionally garnering solace from a cold beer. In a military office, a group of officials, including the wheelchair-bound Michael Sandor, Colonel Isaac Johnson, Jack Payne, and Louis Dobbler plot an operation that leads them to Swagger, who fits their specific needs: a man with a complicated history yet unmatched sniping skills. Despite his initial reluctance, Swagger feels a stirring sense of duty as they relay concerns over an impending assassination attempt on the president.

Swagger meticulously prepares for each scouting job, gaining insights into potential sniper locations. Tension engulfs the day of the president’s speech as multiple snipers are stationed, including rookie FBI Special Agent Nick Memphis. As the event unfolds, chaos erupts when the anticipated shot is taken at the Archbishop instead of the president, causing Swagger to become embroiled in a web of life-threatening accusations and explosive confrontations. Injured and frantic, Swagger rushes to exonerate himself, believing he has been framed.

The situation escalates as Swagger goes on the run, surviving a relentless pursuit from law enforcement officers while attempting to piece together who truly orchestrated the setup. Alongside him is Sarah, the widow of his fallen comrade, who stands by him in his quest for justice amidst the chaos. As they evade bullets and confronts, they discover a shadowy conspiracy that touches upon their past missions in Ethiopia, ultimately revealing the true depth of betrayal from those in power.

In a series of thrilling encounters, Swagger teams up with Memphis, who starts to piece together the puzzle while uncovering the cover-up involving corrupt politicians and military officials. Their journey leads them through a series of emotionally charged confrontations as they arm themselves with evidence and prepare for a final showdown.

The tension peaks when Swagger confronts those who dishonored him and his fallen friends. The film crescendos as Swagger meticulously executes a plan to take down the corrupt forces responsible for the unrest that has rippled through his life. Swathed in suspense, the story encapsulates themes of justice, friendship, and revenge, culminating in a thrilling climax that sees Swagger confronting the remnants of betrayal before heading towards an uncertain but hopeful future, with Sarah by his side as they drive into the horizon.
