Former US Marine Beckett, now discharged after losing his index finger, is approached by CIA officers James Eckles and Colonel Dan McKenna at his home. He is briefed on a top-secret mission to assassinate General Mile Valstoria, whose actions threaten to spark a regional war. Beckett agrees to participate, demanding a second man as a spotter.

Beckett requests a partner for the operation, and Jake Cole, a seasoned sniper on death row, is released with a pardon if he joins the mission. He becomes Beckett's designated spotter and field teammate. The two men prepare for insertion into Serbia.

Beckett and Cole are dropped into Serbia and head to a Catholic basilica where they meet Sophia, an underground resistance member. Sophia guides them toward a high perch overlooking the target area and becomes their liaison. The trio begins planning from a vantage point away from immediate danger.

From Sophia's elevated position, Beckett and Cole observe Valstoria's movements and refine their plan. Sophia's local knowledge helps them anticipate the General's arrival. Tension builds as the moment of the hit approaches.

Beckett executes the sniper shot, killing General Mile Valstoria. The killing triggers a swift city lockdown and a frantic security response. Beckett and Cole must scramble to adapt to the sudden chaos and new dangers on the ground.

With the original extraction route compromised, Beckett and Cole must improvise a new plan to reach safety. They decide to move through the city by avoiding standard routes and seeking cover among civilians. The situation becomes increasingly dangerous as pursuers close in.

The operatives hijack a public tram to flee the pursuing forces, using it to ram into police cars and scatter the pursuit. They manage to escape the first wave of officers, but Cole is eventually captured and imprisoned. Beckett, meanwhile, fights through the streets to continue the mission.

Beckett reunites with Sophia and they plot a dangerous rescue of Cole with the help of her brothers, Zoran and Vojislav. The plan centers on freeing Cole from a prison convoy and bringing Pavel, a political dissident, out of Serbia. Tension rises as the team prepares for a second stage of the operation.

The team ambushes a military convoy, freeing Cole and Pavel and moving them into a van arranged by Zoran. Pavel confirms that the assassination was a setup to trap Cole and spring Pavel from jail. The rescued men move toward the extraction point as plans unfold.

That night, the group is ambushed at an abandoned factory by a tank and infantry. Zoran and Vojislav are killed, and Beckett escapes with the remaining survivors. Sophia is told to break off from the group and depart to ensure safety.

Pavel suggests they head to Komra, a Muslim town, to find a friend named Nauzad who can help them reach the border. The plan shift aims to exploit local networks and improve chances of escape. The group agrees to pursue this new route despite mounting danger.

The trio travels toward Komra but ends up pressed toward Simand after a river crossing and an ensuing checkpoint. Captain Marks orders a tracker to pursue them, turning the escape into a cross-country chase. The pursuit tightens as the group presses on toward the town.

In a forest outside Simand, the trio is ambushed by special-forces and Pavel suffers a flesh wound. They fight through the attack and reach town, but the tracker holes up in a factory and snipes at them. Beckett instructs Cole to carry Pavel toward extraction while he deals with the tracker.

In the helicopter, Beckett and Pavel look on as Cole is mortally wounded. He utters the word 'Freedom!' before dying, a grim reminder of the mission's heavy price. Beckett and Pavel escape, carrying the weight of Cole's sacrifice as they leave Serbia behind.
