Beckett, a former U.S. Marine Corps Force Reconnaissance Scout Sniper who was discharged after his index finger was amputated in the previous film, is still a formidable shot even with his altered hand. When CIA officers James Eckles and Colonel Dan McKenna visit him at home, they present a dangerous mission: eliminate a renegade Serbian general, Mile Valstoria, whose hit-and-run ethnic-cleansing campaigns threaten to inflame a wider regional conflict. Aware that Beckett’s skills could tilt the balance, the agency also agrees that a spotter should accompany him. Beckett is introduced to Jake Cole, a highly capable U.S. Army sniper on death row for killing a federal officer believed to have betrayed him. Cole is given a chance at a pardon if he joins the mission.

Upon their drop into Serbia, Beckett and Cole navigate a tense path toward their target. They first seek shelter in a Catholic basilica, where they meet Sophia, an underground resistance member who acts as their guide. She takes them to a high apartment overlooking the area where Valstoria is due to arrive, near a government complex. The next morning, Beckett carries out the assassination, and Valstoria’s death triggers a citywide lockdown. As their original extraction route collapses, the pair must improvise a new plan. They hijack a public tram to escape, using the chaos to carve a path through the streets while soldiers close in. In the ensuing pursuit, Cole is captured and held by Valstoria’s forces, while Beckett fights to survive and eventually escapes.

That night, Beckett reconnects with Sophia, and together they lay out a rescue plan for Cole. Sophia enlists the help of her brothers, Zoran and Vojislav, and the group stages a bold operation the next day to free Cole and a fellow prisoner, Pavel, from a military convoy. They ambush the trucks and pull the prisoners out, transferring them to a van that Zoran has procured. Cole reveals a troubling truth: the assassination of Valstoria was a setup to lure him into the trap, enabling Pavel—the pacifist and political dissident—to be extracted from Serbia. The night ends with the group holed up in an abandoned factory, where a counterattack by a tank and infantry leaves Zoran and Vojislav dead. Sophia urges Beckett to pull away for safety, and she departs with the plan to regroup.

With Pavel, Beckett, and a rescued Cole on the move, the group shifts toward a Muslim town called Komra, where a friend of Pavel, Nauzad, offers assistance. Nauzad arranges transport to the border, guiding them toward a bus that would carry them to safety. In a tense turn, as they cross a river, they encounter an unexpected checkpoint and press on to Simand, the secondary extraction point. Captain Marks, who is overseeing the operation, senses the trio’s intent and orders a tracker to reach Simand and halt them if needed.

In Simand, the three men are ambushed by a special-forces unit preparing to seal their escape. Pavel sustains a minor wound, but the group overpowers the attackers and presses on into town. The tracker holes up in a factory on the outskirts and begins sniping at the intruders. Beckett urges Cole to escort Pavel to the extraction point while he confronts the tracker. The two men race through danger as Cole is badly wounded—Beckett provides cover and ultimately eliminates the tracker. With Pavel and Beckett carrying the wounded Cole, they reach a helicopter just as Serb reinforcements, led by Captain Marks, close in.

In the helicopter, the bond between the survivors is tested to the limit. They manage to lift off, but the toll of their mission becomes heartbreakingly clear when Cole—still alive and calling out for freedom—succumbs to his wounds.
