Several years after his arrest, Sung Tse-ho is offered early parole by the police in exchange for spying on his former boss Lung Sei. Inspector Wu, who is nearing retirement, hopes to see Lung brought to justice. Ho faces a hard choice between loyalty to his mentor and a chance at freedom.

Ho learns that Mark Lee had a long-lost twin brother named Ken, a former HK gang member who built a life in America. He locates Ken and recruits him to help free Lung, hoping this new ally can turn the tide. Ken's reluctant involvement adds a new dynamic to the plan.

Ken travels to the United States to join Lung's cause, but the duo are targeted by assassins and American mobsters seeking leverage over Ken. They shelter in an apartment building as the danger intensifies. The alliance between Ken and Lung is tested by fear and pursuit.

A brutal shoot-out erupts around the apartment, leaving Ken and Lung cornered and fighting for survival. Ken remains determined, while Lung's resolve begins to rebuild. Seeing Ken in trouble snaps Lung out of his stupor, and he kills the last of their pursuers.

Ho, Ken, and Lung return to Hong Kong to regroup and plan their counterstrike. They discover Ko Ying-pui is behind the attempts on Lung's life and has taken over the organization in his absence. The trio resolves to act against Ko to reclaim control.

Ko Ying-pui has seized control of the counterfeiting operation, posing the primary threat to Lung's group. Lung vows to destroy the operation with his own hands rather than let it fade or dishonor him. Ho and Ken prepare to strike Ko down and end his grip on the organization.

Kit volunteers to scout Ko's mansion and pays a high personal price for information. He is fatally wounded during the reconnaissance and, before dying, names his newborn Sung Ho-yin to his wife Jackie. His death reverberates through the group as they plan their next move.

Ho, Ken, and Lung attack Ko's mansion during a meeting with a counterfeiting client. A brutal shootout ensues, and Ko and many of his men are killed, leaving the trio critically wounded. The operation is effectively broken, but the cost is high for all involved.

After the shootout, Inspector Wu's forces close in, but Wu orders his men to stand down upon seeing the trio's condition. Ho remarks that there is still much work left for Wu to do, signaling that the struggle for control and justice is far from over. The film ends on a gritty, unsettled note about the road ahead.
