Alan Chan Alan Tang and Cheung Ho-tin Chow Yun-Fat are two orphans roaming the streets of Macau, bound by a pact to live as brothers and scrape by by stealing what they can. Their rough early life sets the tone for a loyalty-driven journey that will push them toward power and peril.
One day, Tin is caught stealing food inside a church by Ho Ka-hei Pat Ha Man-Jik, who gently urges him to choose a better path. She starts bringing meals to him and his friends each day, and a quiet bond forms. Eventually, Ka-hei is taken in and Tin’s world brightens as they share a tearful farewell when she leaves.
Alan and Tin rise from petty theft to power, becoming triad leaders. In a brutal gang war, they kill Chiu, an underling of a major Macau triad leader Ko Lo-sei Patrick Tse Yin. Ko mobilizes his men for revenge, and the two sides collide as Alan fights back with unyielding resolve. The cunning Ko even pretends to seek reconciliation and lures Alan with a plan to traffic arms in Thailand.
But the arms deal turns out to be a trap set by Ko’s rival, Uncle Pui, and Alan’s life is nearly lost. With grit, he earns Uncle Pui’s trust and secures the deal, expanding his influence. Around this time, Alan also meets a Macau singer Jenny Tseng and falls in love, bringing her back to Macau.
Meanwhile, Tin re-encounters Ka-hei in a Catholic school, and after bearing their hearts, they become engaged. Ka-hei asks Tin to leave the underworld and seek a peaceful life in Hong Kong. Tin wants to tell Alan, but the moment of truth strains their bond as Alan presses ahead with a dangerous big business.
Back in Macau, Ko discovers Alan’s safe return from Thailand and seizes the initiative, driving a wedge between Alan and Tin as he annexes the arms and declares war. Alan is drawn into Ko’s trap, his underlings are wiped out, and Jenny is killed while protecting him. Grief-stricken but resolute, Alan vows to confront Ko.
Tin, hearing the news, returns to Macau to stand with Alan against Ko. In a climactic gunfight, Alan, Tin, and Ko collide in a brutal showdown, and the three meet their fates together.
