Eddie Marino is a factory worker in New York City who lives with his wife Vickie Marino and their eight-year-old son Scott Marino. When Eddie’s friend and co-worker Nick and two other workers — [Burke] and [Ramon] — form a secret vigilante group, they channel years of frustration about crime and a faltering faith in the police into a plan that quietly echoes through their neighborhood. The city’s streets feel increasingly hostile, and the vigilante effort gains traction through the support of various residents who quietly back Nick’s cause, even as they skirt the edges of legality.

One night, Eddie comes home to a nightmare: Vickie has been stabbed and Scott has been shot dead in a violent home invasion that stems from Vickie’s earlier aid to a gas station attendant under assault. The shock of this attack changes everything for Eddie. Rico, the ruthless head of the Puerto Rican street gang known as the Headhunter Gang, is arrested in connection with the crime, and the district attorney, Mary Fletcher, fights for a severe prison sentence, arguing against the death penalty. Nick urges Eddie to join the vigilante group, but Eddie refuses, preferring to let the courts handle Rico’s fate. Yet the system’s failings quickly come into focus when Rico is released after his ally Prago bribes both Judge Sinclair and Rico’s attorney, [Eisenburg]—the latter a name connected to the scheming lawyer and the corruption the group suspects lurks in high places. Eddie’s anger erupts in a confrontation with the judge, and he ends up serving a 30-day prison sentence.

While Eddie is behind bars, the vigilante crew intensifies its hunt for the drugs that plague their neighborhood, roughing up a small-time dealer and his supplier until they trace the operation to a senior figure in the Mayor’s office. Inside prison, Eddie befriends an inmate known as Rake, who helps him survive and keeps him focused on the larger mission when the outside world feels most dangerous. Upon release, Eddie joins Nick, Burke, and Ramon to chase down Rico, Prago, and Judge Sinclair, believing that the trio is the heart of the turmoil choking their community.

In a tense confrontation at Rico’s seedy apartment, Rico denies killing Eddie’s son and points the finger at Prago. Eddie, now driven by grief and rage, fatally shoots Rico, whose stabbing of Vickie had wounded Burke earlier; Rico’s girlfriend tries to shoot Eddie but is killed by Nick in self-defense. The death of Rico shatters the fragile balance of power, and Prago seizes control of the gang, assuming dirty cops were the ones who killed Rico. In a brutal sequence that follows, Prago and his gang ambush a police car and kill two officers, escalating the violence to a new level.

Back at the hospital, Vickie recovers but refuses to return to the house where their son’s death occurred. The couple’s marriage and the family’s future hang in the balance as Eddie contemplates leaving Brooklyn behind, overwhelmed by the violence and guilt that now shadows him. The pursuit ends at a dockyard mill, where the two cars collide and tumble toward a dangerous confrontation on a storage tower. Prago, already a figure steeped in madness, taunts Eddie about Scott’s death, daring him to strike the fatal blow. Without hesitation, Eddie hurls Prago from the tower to his death, ending the immediate threat to his family with a single, irrevocable act. In the aftermath, Eddie eliminates the last visible link to the corruption by planting a bomb in Judge Sinclair’s car, ensuring that the judge cannot bring further danger to Eddie’s world.
