In 2002, following the devastating events of 9/11, Ray Kasten is assigned to investigate potential terrorist activities. He joins forces with Jessica 'Jess' Cobb, an investigator from the Los Angeles district attorney’s office, marking the beginning of a crucial partnership in their hunt for answers.

Ray and Jess receive a distressing call about an unidentified female body found in a dumpster near a mosque. Their investigation leads them to a grim revelation: the victim is Jess's 18-year-old daughter, Carolyn, who has met a tragic fate.

Consumed by guilt, Ray remembers that he was supposed to meet Carolyn for her surprise party but was held up by work. This lingering remorse fuels his determination to uncover the truth behind Carolyn's murder.

Officer Reggie Siefert brings in a suspect named Aban Ghazala, but Ray immediately dismisses him as the true culprit. Siefert admits to scapegoating Ghazala to protect Marzin, complicating the investigation further.

Ray and Detective Bumpy Willis locate Marzin at Dodger Stadium, leading to an intense confrontation. As Claire confronts Marzin, he retaliates violently, and Ray's furious reaction is met with intervention from DA Morales, resulting in Marzin's premature release.

Following Marzin's release, investigators discover his van, which holds vital evidence. However, Siefert sabotages their progress by destroying crucial items that could incriminate Marzin, indicating a possible cover-up.

Thirteen years later, Ray, now the security chief for the New York Mets, returns to Los Angeles. He reunites with Claire, now the DA, and learns of Jess’s withdrawal from society since Carolyn’s murder.

Ray believes he has tracked down Marzin, who now goes by the alias Clay Beckwith. This leads to an urgent investigation that unravels deeper issues and escalates into violence.

The investigation spirals into chaos, culminating in a shootout where Officer Siefert is killed. Although Ray captures Beckwith and his associates, Jess is still convinced that Beckwith is not the real Marzin.

During a tense meeting at her remote farmhouse, Jess reveals a shocking truth: she killed Anzor Marzin thirteen years earlier. This confession shakes Ray to his core, altering the course of their relationship.
