Judge Steven Hardin, portrayed by Michael Douglas, is a passionate jurist in Los Angeles who finds himself frustrated as the legal intricacies thwart his attempts to bring three notorious criminals to justice. The first suspect is linked to the brutal murders of elderly women, whose sole crime was depending on welfare checks to make ends meet. The second and third individuals, Lawrence Monk and Arthur Cooms, are implicated in the shocking rape and murder of a young boy named Daniel Lewin. This heinous act appears to be connected to a sinister child pornography ring.

The child killers catch the attention of two vigilant officers when they are seen slowly driving through the night. Initially, the police suspect burglary, but later claim to have detected the unmistakable scent of marijuana and a bloody shoe in their van. However, it soon becomes clear that the stop was unjustified, as the necessary paperwork had simply been delayed. Consequently, any evidence, including the bloody shoe, must be disregarded due to the fruit of the poisonous tree doctrine. Hardin’s frustration mounts when Dr. Harold Lewin—Daniel’s father—tries to take justice into his own hands, but tragically ends up injuring one of the arresting officers in the process, resulting in his own arrest.

While visiting Dr. Lewin behind bars, Hardin is informed of yet another young victim, brutally violated and murdered in a manner strikingly similar to Daniel’s case. This horrific news compels Hardin to consult his friend Judge Caulfield, played by Hal Holbrook, who discloses the existence of a secretive group of judges known as the Star Chamber. This organization targets individuals who elude the conventional legal system and employs an assassin to eliminate them. When a seat opens due to the recent suicide of Judge James Culhane, Hardin finds himself entrenched in Star Chamber proceedings, authorizing hits against two unrelated criminals who had been freed on technicalities despite their own confessions. The situation grows increasingly dire when Hardin learns that Dr. Lewin has taken his own life, leading him to insist on the deaths of Monk and Cooms at the hands of the assassin.

Police Detective Harry Lowes, played by Yaphet Kotto, uncovers crucial information from a car thief named Stanley Flowers who reveals that three men were actually responsible for Daniel’s murder. As the party atmosphere fades, Hardin’s conscience is stirred when he discovers that Monk and Cooms are slated for execution by the Star Chamber, despite their potential innocence. In a desperate move, he implores the other judges to reconsider their decision, but they remain steadfast, arguing that such mistakes are merely collateral damage to ensure the greater good.

Hardin is left disgusted by this rationale, yet receives a dire warning from Caulfield about the lengths the Chamber will go to protect their interests. Undeterred, he seeks out Monk and Cooms at an abandoned warehouse to warn them of their impending fate. His encounter spirals into a violent confrontation, only to be interrupted by the hitman—disguised as a police officer—who swiftly eliminates Monk and Cooms. Just as the assassin turns his weapon towards Hardin, Lowes intervenes in a timely manner, saving him at the last moment.
