In a devastated future where Earth has become a wasteland known as the Cursed Earth and Mega-City One stands as a crowded fortress of law, a harsh new order rises: the Judges, who act as police, jury, and executioners all in one. The city wrestles with a raging crime wave that pushes its resources to the limit, and the only force strong enough to keep order on the streets is this uncompromising cadre. Among them, the legendary Judge Dredd, Sylvester Stallone, leads with unflinching precision, alongside rookie Judge Hershey, Diane Lane, as they square off against a brutal block war that threatens to tear Mega-City One apart. Their raid is swift and brutal, a stark display of the Judges’ relentless method, and it sets the tone for a city that prizes order over mercy.

During the operation, the unstoppable Dredd sentences Fergie, Rob Schneider, a hacker and recent parolee, to five more years for property destruction, underscoring Dredd’s unyielding insistence on accountability. Hershey, sharp and skeptical, challenges Dredd’s solitary approach and questions whether a lone enforcer can truly tame a city that has grown too large for mercy. In a revealing confession, Dredd lays bare a buried scar: nine years earlier he judged and ordered the execution of his best friend and fellow Judge, Rico, a massacre that still gnaws at him, hinting at the personal costs behind his iron resolve.

Rico, once a trusted member of the Judge ranks, is secretly imprisoned at the Aspen Penal Colony. He seizes a dangerous second chance, slipping out, reclaiming his Judge uniform, and reactivating a decommissioned ABC Warrior to walk again with lethal intent. Disguised as Dredd, Rico murders reporter Vartis Hammond, a courageous critic of the Judges, a crime that shakes the city’s confidence and reverberates through Mega-City One. Vartis Hammond, Mitchell Ryan, meets a grim fate that echoes the deeper question of who truly enforces the truth when institutions themselves bend to power.

As the evidence piles up, Dredd is dragged before the Council of Judges. The trial pits the stern mentor Chief Justice Fargo, Max von Sydow, against the young enforcer, with Judge Griffin, Jürgen Prochnow, maneuvering behind the scenes to secure a conviction. Hershey speaks in Dredd’s defense, but the DNA from the bullets found at the scene points to him, sealing a conviction that shocks him and the city. In a last act of mercy, Fargo retires rather than let the system crush his lifelong ally, and Dredd is sentenced to life in a penal colony, while Fargo embarks on the Long Walk—the final duty of a retiring Judge who must enforce the law until his last breath.

On the transport to the penal colony, Dredd sits beside Fergie, unaware of the danger ahead. The journey is interrupted when the Angel Gang, a pack of cannibalistic raiders, attacks the convoy, and Fargo courageously steps in to aid Dredd. The rescue proves fatal for Fargo, who is mortally wounded but delivers a crucial truth: Dredd and Rico are clones born from the Janus Project, a top-secret genetic program designed to harvest the best traits from the Council to forge a perfect, loyal army of Judges. The program’s existence was suppressed after Rico’s fall from grace, and Griffin’s treachery aimed to keep it hidden, letting Dredd take the fall to protect a dangerous conspiracy. Fargo’s dying warning urges Dredd to stop Griffin’s plan and erase the threat posed by the revived Janus Project.

Back in Mega-City One, Rico’s reign of terror intensifies as he kills Judges to weaken their forces. Griffin exploits the chaos to push the Council to unlock Janus and manufacture a fresh crop of cloned Judges who would enforce the law with ruthless precision. When the Council balks at the plan, Rico eliminates them, exercising raw power to bend the city to his will. At the Janus lab hidden within the Statue of Liberty, Rico engineers a chilling twist: he replaces the original DNA with his own, birthing clones with free will—his self-styled “family”—and rejects the idea of being controlled as he once was. Griffin objects, only to be silenced when the ABC Warrior turns on him, marking Rico’s triumph over his old enemies.

Dredd and Fergie reunite with Hershey, who uncovers the full scope of the Janus Project. They infiltrate the lab, but the ABC Warrior injures Fergie and captures Hershey, forcing Dredd to confront the danger of a plan that could overwhelm the city. Rico confronts Dredd, insisting that they are family and offering Dredd a leadership role among the clones. Dredd refuses, reaffirming his commitment to the street-level justice he has always championed. With Fergie providing crucial help, the team disables the ABC Warrior, and Rico triggers the premature activation of the clone army to secure his control. The lab erupts in a cataclysmic explosion, destroying the clone army and sending Rico on a high-stakes chase across the statue’s summit.

In the final confrontation, Dredd pursues Rico to the peak, where he makes a fatal throw that sends Rico to his death. The city’s supercomputer finally broadcasts the truth about Janus, clearing Dredd’s name and exposing the conspiracy that threatened the entire social order. With his name restored, Dredd is offered the role of Chief Justice, but he declines. He chooses to remain a street Judge, continuing to safeguard Mega-City One from the kind of corruption that nearly doomed them all, steadfast in the belief that justice must be earned every day on the harsh, unyielding streets.
