In the futuristic police state of Soleil, the government manufactures chaos to justify its grip on power. A criminal named Hector is lured into a trap and captured alive at the urging of the Police Chief, Francisco Giraldo, who then oversees a brief show trial and a televised execution that serves as a chilling public display of authority.

Bone, [Peter Nelson], a former security guard who has just lost his job at a cryogenics facility for not showing the proper respect to authority, meets Helen, [Sherilyn Fenn], a woman forced into prostitution at the government-sanctioned brothel. They are instantly drawn to each other and begin a secret relationship, as romantic and sexual activity is illegal for the lower-class “subgrade” citizens like themselves. The bond deepens amid a society that polices desire as a form of rebellion, and their chemistry becomes a quiet rebellion against the rigid caste system.

Bone’s friend Creon, [Michael Shaner], grows jealous of their connection and pressures Bone to share Helen. Disgusted, Bone refuses, and the two come to blows over Creon’s growing obsession and coercive behavior, a confrontation that exposes the fractures within Soleil’s power structure.

One day, Bone and Helen steal money from a supermarket, craving something real in a system that drains hope. They are seen by a mysterious man named Jason, [David Carradine], who offers them safe passage to Frodan, another nation at war with Soleil, in exchange for stealing records from a secure facility disguised as a hospital. Although wary, they accept and deliver the data to Jason, who then tries to delay their reward and push them toward further criminal acts in service of a larger political game.

Frustrated and desperate, Bone and Helen rob a bank, quickly becoming the most wanted criminals in Soleil. Creon makes a bid to blackmail Helen, but she brushes off his threats; before Creon can strike, Bone steps in, warning him that he would kill him if they weren’t planning to leave Soleil soon. The stakes rise as their flight path becomes a tangled web of loyalties and threats.

Losing faith in Jason’s promises, Bone and Helen recruit their friends, J.D., [Don Manor], and Alexi, [Orlando Sacha], to help them escape the tightening net. On the run, they hide in the so‑called plague zone and cross paths with Jason again, who is revealed to be a government agent. He explains that the government long ago eradicated major crime in Soleil and now recruits citizens to embark on government‑sponsored crime sprees to validate and empower the police state.

Helen and Bone briefly take Jason hostage before fleeing to a safer location, where they plot a daring plan to rob wealthy citizens by hitting the cryogenics facility and to hijack a military helicopter that Alexi can pilot to Frodan. Creon, ever more desperate, bullies J.D. into betraying Bone and Helen to the authorities, with whom he has made a deal. Bone retaliates by killing his former boss at the facility, and Creon attempts to seize Helen, but the authorities arrive and expose Creon, just as Helen warned they would.

Creon then takes J.D. and Alexi hostage; when J.D. mocks him, Creon murders J.D. The showdown moves to a military base where Bone and Helen free Alexi, use Creon as a distraction, and escape aboard a helicopter. Creon begs to be taken along, but they leave him behind for Jason to deal with.

Alexi flies Helen and Bone to Frodan, where they land in what seems to be a victorious moment. They soon discover the landscape is a barren wasteland, and Jason awaits them in a nearby hangar with a police escort. The escort kills Alexi and is then killed by Jason. Jason reveals that the war with Frodan ended twenty years ago; the “plague zone” is radioactive fallout from the destroyed Frodan that has drifted to Soleil. Because Jason knows the truth, his position within the government is threatened, and the stolen records from the facility become his insurance, ensuring the state can only endure as long as the illusion of crime and war persists. He thanks them for fulfilling his plan and allows them to escape, returning to Soleil alone.

Bone and Helen, now truly free, walk along Frodan’s coast, their future shrouded in uncertainty but unbound by the state’s lie. In a world that weaponizes fear, their bond remains a quiet beacon of resistance, waiting to see what comes next.
