The film opens with a group of unruly teenagers being collected by staff and transported to Dr. Arthur Hail's rehabilitation facility on a remote island in Fiji. The camp operates without walls, relying on the surrounding sea to deter escapes. Each teen is fitted with ankle cuffs that trigger alarms if an escape attempt is detected.

As the film ends, the teenagers celebrate their freedom and swim in the ocean, finally away from the camp's control. The ocean serves as a symbol of escape and possibility for a new start.
