Two masked men, Vincent Downs and Sean Cass, engage in a thrilling pursuit of a van. Their chase culminates in a collision, where they confront the van's occupants and manage to overpower armed thugs.

Vincent, an Internal Affairs officer, has been deep into a two-year investigation of a dangerous crime syndicate. His focus is primarily on the crime's kingpins, casino owner Stanley Rubino and the manipulative Rob Novak.

Detective Jennifer Bryant arrives at her precinct bruised and battered after a confrontation at a meth lab. Despite skepticism from her colleagues, she remains intent on joining the drug investigation.

Vincent and Sean are called back to the site of their earlier encounter for further investigation. During this time, Vincent meets Jennifer for the first time, igniting a tension-filled moment between them.
