Two masked men engage in a high-stakes pursuit of a van, ultimately crashing it. These men are actually undercover cops, Vincent Downs (Jamie Foxx) and Sean Cass ([T.I.]). In a desperate scramble, they confront the occupants of the van, resulting in the death of one, as more armed thugs emerge on the scene. The duo skillfully manages to overpower them and escape with a duffel bag containing 25 kilograms of cocaine.
Vincent, an Internal Affairs officer, has been entrenched in a two-year investigation targeting a formidable crime syndicate. While he is aware of Sean's role as a courier for this illicit enterprise, his primary focus lies on two major players: casino owner Stanley Rubino (Dermot Mulroney) and the mastermind Rob Novak (Scoot McNairy).
Amidst all this, Detective Jennifer Bryant (Michelle Monaghan), bearing the scars of a recent altercation, enters her precinct and seeks counsel from a police psychologist.
