The film opens with the city under the grip of Dharmabhiksham. DCP Lakshmi Narasimha Swamy lands in Vijayawada and declares a tough, reformist approach that prioritizes public safety. He orders his subordinates to act within limits, crack down on criminals, and restore law and order.

Dharmabhiksham confronts Swamy about transfer and bribes, warning him to back off. Swamy agrees to the transfer, accepting the conditions set by Dharmabhiksham. The encounter marks the start of a covert, corrupt dynamic between the two men.

Rukmini, a college-going girl, seeks a home and crosses paths with Swamy. She initially mistakes him for a thief, but soon discovers his true character. Their frequent meetings blossom into love as they learn to trust each other.

At Dharmabhiksham’s gas station, goons assault customers for questioning fuel quality. Swamy raids the facility and seals it, challenging Dharmabhiksham’s power. Dharmabhiksham dismisses him as a mere suborner, escalating the feud.

Having completed his IPS training, Swamy takes charge and moves against criminals led by Dharmabhiksham. His aggressive crackdown costs his sister and many villagers, triggering political backlash. The purge culminates in his dismissal on false allegations.

Swamy is framed with false allegations and removed from duty. His father uses hush money to regain the post and asks him to resume work to rehabilitate ruined villagers. Swamy reluctantly accepts the compromised path of taking bribes to help the needy.

On the eve of a major festival, the ruling party calls for a strike and vendors seek Swamy’s security. He prevents a shutdown, but Dharmabhiksham retaliates by bombing the market. The attack triggers chaos and leads to Swamy’s transfer for a week.

With the threat of Dharmabhiksham looming, Swamy doubles down on his enforcement tactics. He proves his commitment to justice and begins dismantling the criminal dynasty, despite political obstacles. The battle sets the stage for a final confrontation.

Swamy gathers evidence against Dharmabhiksham and secures an arrest warrant. Authorities and ministers try to hinder him, but he presses on with the pursuit. After a lengthy chase, he finally corners Dharmabhiksham.

In a climactic confrontation, Swamy captures Dharmabhiksham as he prepares to surrender. He secretly burns Dharmabhiksham’s corpse, rendering him a missing case for riots and public harm. The city breathes a sigh of relief as justice seems to prevail.

With the villain vanquished, Lakshmi Narasimha Swamy continues to enforce law and order. He remains determined to protect the public and rebuild the broken lives. The film closes on a note of unwavering commitment to duty.
