Their method is methodical, almost patient: follow potential criminals, observe their habits, and let the data guide their next move. The atmosphere is tense but sincere, a patient drumbeat of surveillance that prefers persistence to bravado.

The routine is shaken when a bank is robbed and only one of seven culprits is captured on camera. The incident becomes a turning point, pushing [Chief Hwang] and Ha into weeks of aimless wandering through crowded streets, alleys, and transit hubs, chasing silhouettes that resemble the robber. They assemble a mosaic of clues, tagging people who match the physical description and mapping patterns that might lead to the perpetrator. When the team finally narrows the field enough, they install cameras outside the suspect’s apartment, turning a private space into a stage for accountability.

Parallel to this, the criminal world begins to pulse with a quieter, more dangerous energy. James, the leader of the gang, dreams of stepping away from crime, but an aging mentor remains persuasive and ruthless. The mentor sends a killer to erase James’s hesitation, and James defends himself against this lethal threat. Yet fate has other plans. While doing her laundry, Ha recalls a crucial detail from the past—the moment on the day of her police interview when she briefly crossed paths with James in a subway car, carrying a grocery store brochure. This memory becomes a beacon, and she rushes to the subway and grocery store to confirm what her recollection suggests.
