The film opens in Vijayawada, a city under the iron grip of the ruthless leader Dharmabhiksham, whose rule has dragged crime and corruption into every corner. Prakash Raj brings that menacing aura to the screen as the scheming antagonist, while a new force of order arrives in the form of DCP Lakshmi Narasimha Swamy, Nandamuri Balakrishna. Into this volatile mix enters Rukmini, a college-going girl who is searching for a home. Rakshita plays the spirited young woman who initially mistakes Swamy for a thief, but soon learns the truth and finds herself drawn to him. After a few faltering, heartfelt encounters, their relationship deepens into love, even as the city’s shadows linger.
Meanwhile, Dharmabhiksham’s men harass locals at his gas station when customers complain about poor petrol quality. Swamy steps in, raids the station, and shuts it down, which Dharmabhiksham publicly resents as an act of suborning the law. Rukmini’s trust in Swamy grows shakily as he reveals pieces of his past, and she comes to view his fight against corruption through a more nuanced lens, even as she remains wary of the system’s dark corners.
After completing his IPS training, Swamy resumes his duty with renewed resolve, targeting criminals led by Dharmabhiksham. His crackdown costs him dearly: his sister and many villagers suffer as a consequence of the clash between reform and exploitation. He is dismissed on false charges, but his father uses hush money to reclaim a post and urges Swamy to return to duty to help rebuild ruined communities. This return to form introduces a new dynamic—Swamy begins to operate within the gray area of bribes to achieve better outcomes for those in need—an approach Dharmabhiksham remains largely unaware of.
As trust grows between Swamy and the people, the elders cement the alliance between him and Rukmini, signaling a hopeful future for the couple. On the eve of a festival, the ruling party calls for a strike, and Swamy steps up to provide security for retail vendors facing pressure. His decisive actions thwart the protest in the short term, so Dharmabhiksham escalates his vendetta, staging a brutal attack that devastates the market. Swamy responds with a forceful counteroffensive, which earns him a transfer and a week away from the city to cool down the battleground.
Undeterred, Swamy confronts Dharmabhiksham and uses a combination of enforcement and strategy to threaten the fall of the tyrant’s dynasty. The struggle takes a personal turn when Dharmabhiksham plants a bomb at Swamy’s residence. Swamy, recognizing the danger, sends Rukmini back to her hometown for safety, while his father becomes a casualty of the blast. Fueled by grief and resolve, Swamy gathers evidence and issues an arrest warrant against Dharmabhiksham, pushing forward through obstacles posed by obstructive officials and ministers. After a long pursuit, Swamy corners the antagonist as Dharmabhiksham prepares to surrender, and he decisively outmaneuvers him. In a final act, Swamy secretly burns Dharmabhiksham’s corpse, leaving the villain as a missing person in the riot-and-revenge narrative.
