Professional football player Terry Brogan, portrayed by Jeff Bridges, finds himself at a crossroads after being cut from his team. With his body aging and injuries weighing him down, he is driven by financial necessity as he gets pulled into the world of shady dealings by an old acquaintance, the dubious gambler and nightclub operator Jake Wise. Wise, played by James Woods, approaches Terry with an urgent mission: to locate his missing girlfriend, Jessie Wyler, the daughter of the Outlaws’ owner, portrayed by Rachel Ward. According to Jake, Jessie has not only assaulted him but also fled with a sum of money, making Terry’s task critical.

Despite his hesitation to get involved with Jake’s morally ambiguous plan, Terry feels the noose of blackmail tighten around him. He reaches out to Jessie’s mother, Mrs. Wyler (played by Jane Greer), not only to gather information on her daughter’s whereabouts but also in a bid to secure his position back on the football team. To his dismay, Mrs. Wyler shows little interest in his football career but offers him a more lucrative deal than Jake if he finds Jessie for her. Terry is conflicted as he knows that his former teammate, Hank Sully (Alex Karras), strongly advises him to steer clear of Jake. Sully attempts to help Terry find coaching opportunities instead, but the lure of a short-term payday leads Terry to continue his precarious association with Jake.

Eventually, Terry tracks Jessie Wyler down to a tranquil setting in Cozumel, Mexico. His initial attempts to get close to her are met with resistance, as Jessie realizes he has been sent by either Jake or her mother. Frustrated, Terry prepares to leave but finds himself pulled back by Jessie’s unexpected invitation to see where she’s staying after recognizing that he has kept her location a secret. Their relationship deepens as they become lovers, and Terry divulges the skeletons in his closet, revealing how Jake holds leverage over him due to a past incident involving point-shaving during a critical game.

Their bliss, however, is short-lived when Jake’s envy leads to Sully confronting them one day at the stunning ruins of Chichen Itza. Armed and threatening, Sully warns Terry that Jessie is “no good,” revealing his own connections to Jake’s murky dealings. A chaotic struggle ensues, culminating in Jessie taking action and fatally shooting Sully. Although she’s still in love with Terry, she is ensnared in Jake’s dark ambitions. As the tension mounts, she reveals the depths of Jake’s criminality and the sinister involvement of Ben Caxton (Richard Widmark), who turns out to be in league with Jake.

Eventually, Terry’s pursuit of justice culminates in a harrowing standoff where he must confront both Caxton and Jake.
