As Russell Stevens Jr. witnessed the harrowing impact of his father’s addiction in 1972, he made an unwavering pledge to avoid the destructive lifestyle that had engulfed his dad. Nearly two decades later, he had transformed into a Cincinnati police officer, but the scars of his past continued to shape his reality.
Then, he encountered DEA Special Agent Gerald Carver, who presented Stevens with a provocative offer: abandon his badge for an undercover role on the West Coast. Carver believed that Stevens’ natural affinity for the criminal underworld would serve him better in a covert mission than patrolling the streets of Cincinnati. Embracing this new identity, Stevens assumed the name “John Hull,” a low-level drug dealer, with the objective of infiltrating the notorious drug network of Anton Gallegos and his uncle, Hector Guzmán, a morally ambiguous South American politician.
Stevens’ transformation into “Hull” was nothing short of incredible. He checked into a rundown hotel, began dealing cocaine, and worked his way up within Gallegos’ ranks. However, his ascent hit a speed bump when he crossed paths with LAPD Narcotics Detective Taft and his ethically dubious partner Hernández, who were entangled due to a setup by Eddie Dudley, a small-time dealer in Gallegos’ operation.
The subsequent court arraignment marked a significant change in Stevens’ journey. It was during this critical moment that he discovered the shocking truth behind the drugs he had procured—they were merely baby laxatives masquerading as cocaine—leading to the dismissal of his case. David Jason, a figure within Gallegos’ network and self-appointed lawyer, rewarded Stevens’ silence by providing him with a new drug supply and introduced him to Felix Barbosa, Gallegos’ underboss.
As Stevens maneuvered through this treacherous landscape, his involvement deepened, further complicated by his romantic relationship with Betty McCutcheon, the manager of an art dealership serving as a front for laundering drug money. A tragic incident forced Stevens to confront the darker realities of the drug world when one of his dealers was murdered, compelling him to exact revenge on the responsible party at the behest of Jason.
This violent act set off a troubling series of events that irrevocably changed the course of Stevens’ life. Soon after, Jason partnered with him in a new venture revolving around a synthetic variant of cocaine. As Stevens immersed himself further into this dangerous milieu, he grappled with a conflict between atoning for his father’s past mistakes and the seductive lifestyle he had tried so hard to avoid.
Amid brewing tensions, Barbosa’s hidden alliance with Hernández was brought to light, fueling Jason’s increasingly ruthless approach. Stevens slowly uncovered Barbosa’s ulterior motives: a desire to eliminate Jason and solidify his own position. Feeling betrayed, Stevens then renounced his undercover role, driven by a fierce determination to bring down Gallegos and Guzmán independently. As Stevens and Jason plotted their next move, they discovered Gallegos’ deadly intentions, prompting them to strike first and seize over $100 million in cash. They approached Guzmán with a proposal: invest in their synthetic cocaine venture in exchange for 80% of the cash bounty.
Just as they struck this audacious deal, Taft, who had been surveilling Stevens, attempted to regain the upper hand but fell victim to Guzmán’s men. In a chaotic turn, Stevens was forced to reveal his true identity to radio for assistance while Jason, in a reckless decision, gunned down Taft, sealing a tragic fate for their operation.
