Cyborg Cop II

Starkraven and his gang assault a drug den, turning the raid into a tense hostage crisis. Police arrive and scramble to contain the scene while civilians and officers are put at risk. The brutal takeover establishes Starkraven as a ruthless antagonist from the outset.

Renegade DEA agent Jack Ryan arrives on the scene to negotiate with Starkraven. The attempt falters when Starkraven recognizes Ryan as the officer who killed his brother Harlan, fueling the vendetta. Ryan witnesses his partner being killed during the confrontation, and Starkraven is eventually captured.

Starkraven is tried for killing a cop and is convicted, receiving a death sentence. The legal proceedings solidify the end of his street career but foreshadow a new form of threat. He remains on death row as the narrative moves forward.

While awaiting execution, Starkraven is kidnapped by government agents under the pretense of a prison transfer. He is converted into a cyborg and renamed Spartacus, intended to lead a growing army of machine soldiers. The transformation shifts the conflict from street crime to a high tech military conspiracy.

During a party celebrating the project, Spartacus awakens and attacks the room. He kills the woman with him and takes Dr. Owns hostage, then keeps one control bracelet to dominate the other cyborgs. He orders the others to burn the party building before leaving with Owns for a second facility.

Liz McDowell arrives to review the incident and to locate Spartacus. Ryan's investigation draws attention and he breaks into an ATG office to gather evidence. Dogs and security guards pursue him, but he escapes and uncovers proof that Starkraven was taken by the ATG for conversion.

Spartacus and several cyborgs travel to a gas station to siphon fuel for their recharging generators. Ryan arrives and saves a woman and a young boy, but he is overwhelmed by Spartacus and nearly killed. Authorities intervene and critically damage Spartacus, forcing the cyborgs to retreat.

After the confrontation, Ryan is arrested and brought before Liz McDowell, who warns him not to interfere with the ATG. He escapes her guards and heads to former sheriff Sam Pickens's home to plan an assault on Spartacus's headquarters.

Spartacus proclaims his plan to conquer cities and convert humans into cyborgs, forming an empire under his rule. He dispatches two cyborgs to eliminate Ryan, and those machines kill Pickens as they carry out their mission.

Liz McDowell joins Ryan and provides the weaponry and support needed to strike at Spartacus. They arm themselves and rally to the cyborg headquarters, fighting their way toward the lab.

Spartacus appears on a video screen with Ryan and McDowell brought before him, revealing that Ryan's son is hostage. Ryan is able to overpower the cyborgs, free his son, and seize the control bracelet to deactivate the remaining cyborgs.

Ryan overpowers Spartacus, uses a magnet to pull him into electric cables, and life ends for Spartacus when Ryan pours liquid onto him. The facility explodes as bombs detonate, and Ryan, his son, and McDowell make their escape.
