Two sanitation workers execute a suburban man with minuscule Uzi machine guns. A menacing, bald-headed figure named Cooke steals a vehicle from a dealership and brutally crushes the dealer beneath it. In a shocking event, a tugboat explodes in the harbor, marking the beginning of chaos.
These heinous acts are intricately linked by one commonality: they target former members of a commando squad led by John Matrix, portrayed by Arnold Schwarzenegger, a large and formidable ex-Colonel. His past exploits have earned him and his team numerous enemies in various totalitarian regimes around the globe.
Now enjoying a quiet retirement, Matrix resides in the serene mountains of upstate California with his daughter, Jenny (Alyssa Milano). The peace is shattered when his former commanding officer, General Franklin Kirby (James Olson), visits his secluded home to inform him of the grisly murders of his old comrades: Lawson (Drew Snyder), Forrestal, and Bennett (Vernon Wells). Kirby reveals that these men had assumed new identities, suggesting a possible mole within their ranks.
Just as Kirby departs, a barrage of gunfire erupts around the house, killing the two soldiers assigned to protect Matrix. In a tense moment, Jenny hides in her room, while Matrix, realizing the danger, rushes to his shed—secretly an underground bunker—to retrieve his rifle. Armed and determined, he confronts a gunman who lays out an ultimatum: comply with their demands, and his daughter’s life will be spared.

Matrix eliminates the gunman but is met with sabotage as his vehicle is rendered useless. Undeterred, he ventures down the mountainside in his damaged truck, intercepting a fleeing car and engaging in a fight with four armed henchmen. Although he initially gains the upper hand, he is eventually overwhelmed and faces Bennett, who had been presumed dead in the tugboat explosion. It turns out Bennett, fueled by a desire for vengeance after being expelled from the unit for previous atrocities, orchestrated the murders, masquerading his own death to lure Matrix and Kirby into a trap.
Bennett reveals his newfound allegiance to a Marxist dictator named Arias, the very leader that Matrix’s team had overthrown. In a calculated move, Arias demands Matrix’s return to Val Verde to eliminate the current president, Velazquez, to ensure his own return to power. He knows that Matrix could easily gain Velazquez’s trust, allowing for a clean assassination.
With Jenny’s safety in peril, Matrix is compelled to comply with Arias’s demand. He boards a plane to Val Verde, but manages to kill his guard Henriques and jumps from the aircraft as it begins to take off, recognizing that Arias is likely to kill his daughter regardless of his compliance.
With a ticking clock of about 11 hours before the flight lands, Matrix tracks down another of Arias’s associates, Sully (David Patrick Kelly), who had accompanied him to the airport. In pursuit, Matrix encounters Cindy (Rae Dawn Chong), an off-duty flight attendant, and enlists her help to spy on Sully. Their plan involves seducing him to gather intel, but as they put the plan into motion, events escalate when Sully realizes Matrix is onto him.
A thrilling chase ensues, culminating in Matrix confronting Sully in a fierce fight that ends with him tragically falling off a cliff. Using the intel acquired from Sully’s belongings about the whereabouts of Cooke (Bill Duke), a former Green Beret now working for Arias, Matrix engages in a brutal showdown to extract crucial information about Jenny’s captivity.
Matrix and Cindy piece together the clues leading them to a warehouse owned by Arias, where the weapons for his army are stored. They successfully locate the island base and Cindy finds Arias’s seaplane hidden in a marina. However, Matrix’s quest for justice leads him to a tense encounter with the authorities, resulting in his arrest.
In a dramatic turn, Cindy assists in his escape by using a rocket launcher, allowing Matrix to commandeer the seaplane. They fly to Arias’s hideout, where Matrix launches an all-out assault against Arias’s operations, eliminating all adversaries in his path.
As Jenny is trapped in the villa’s basement, Matrix confronts Bennett.
“I’ll be back!”
In a climactic battle that tests his limits, Matrix eventually prevails, killing Bennett by impaling him with a steam pipe. As the situation stabilizes with the arrival of Kirby and military forces, Matrix declines the offer to rejoin the team and instead departs the island with Jenny and Cindy, stating resolutely,
“No chance.”
