C. K. Manickavasagam, a nearly retired officer, is tasked with identifying and capturing the train thief. He begins assembling a case and recognizing the unusual cleverness of the suspect. The pursuit sets the tone for a tense cat-and-mouse game to come.

Private detective Diya, who works for criminals, investigates a separate car robbery involving Malik, the son of crime lord Jamalhudeen. She uncovers a video showing Shakti's face at the train robbery, linking him to the earlier crime. The discovery ties Diya to Shakti's fate.

While pursued by investigators, Shakti conducts another heist at a flower market. Police arrive moments later, but Shakti has already escaped. In the aftermath, everyone at the flower shop is arrested, complicating the case for the authorities.

To flush him out, the IDCK bank issues a fake public announcement promising a windfall. The ploy is designed to reveal Shakti’s next move, with Manickavasagam watching for any sign of the thief. The bank decoy becomes a pivotal moment in the chase.

Shakti’s policeman friend Jagannathan warns him against the bank ruse, but Shakti ignores the advice and proceeds under the watchful eye of the investigators. The decision underscores the tension between caution and the urge to steal that drives the plot.

Diya breaks into Shakti's house and uncovers a secret door that stores all the money he’s stolen. She knocks Shakti unconscious and phones Jamal to inform him of the stash. Jagan arrives and finds the unconscious pair shortly after.

Jamal arrives and accuses Diya of criminal involvement, while Jagan explains that Shakti has suffered a lifelong mental urge to steal. Diya helps Shakti and Jagan escape, but Jamal manages to seize the money in the room.

Manickavasagam eventually captures Shakti and Jagan and complains about a corrupt politician seeking to buy votes. He proposes using Shakti to steal money for the politician, signaling a troubling alliance between law enforcement and crime.

Shakti agrees to carry out the theft for Manickavasagam and successfully completes the job. Jamal and his thugs arrive to grab the proceeds, but Shakti and Manickavasagam’s team manage to overpower them, and Jamal is shot.

Manickavasagam reveals his own corrupt intent and plans to keep the money for himself. Before he can shoot Shakti, other police officers intervene and hush up the incident to protect the state police’s reputation. The twist complicates the supposed victory.

Shakti and Diya are publicly thanked for their roles, and it is announced that 15 lakh rupees will be paid to every farmer in India using the stolen money. The ending ties up the immediate conflict with a sweeping but morally ambiguous gesture.
