An NSA agent is given a critical mission to infiltrate a concert featuring the band Rammstein. Unfortunately, the agent meets a grim fate at the hands of Anarchy 99, a rebellious Eastern European underground group, which raises concerns about the agency's approach.

After the death of a third agent during the operation, NSA operative Augustus Gibbons seeks approval to initiate a project to find an ideal candidate to infiltrate Anarchy 99. He recognizes that a typical NSA agent would not be able to win the trust of the group, leading him to look for someone with a more intimidating presence.

Enter Xander Cage, a thrill-seeking outlaw portrayed by Vin Diesel, known for his reckless antics. One of his latest stunts involves crashing the car of California senator Dick Hotchkiss, drawing unwanted attention and leading to a raid by a SWAT team.

Following his reckless behavior, Cage is tranquilized during a raid at his party. When he awakens in a diner, he is confused by his circumstances, which is soon complicated by a staged robbery that he thwarts.

Cage learns from Gibbons that the staged robbery was a ruse to assess his capabilities. As Cage tries to leave, he is subdued once more and tranquilized, marking the beginning of his tumultuous journey with the NSA.

Cage finds himself aboard a U.S. Marines cargo plane with two fellow convicts, only to be unceremoniously dropped in Colombia without warning. This unexpected landing leads him to stumble into a cocaine plantation, where he faces a dangerous Colombian drug cartel.

Cage and his companions are captured by the cartel leader, played by Danny Trejo, who begins to interrogate them. They initially dismiss the seriousness of their situation, believing it is yet another NSA test, but quickly realize they are in real peril.

Just when things seem hopeless, the Colombian Army launches a surprise raid, providing Cage with an unexpected opportunity to escape. However, his freedom is short-lived as he is recaptured by camouflaged NSA agents shortly after.

The following day, Gibbons reveals that Cage's previous ordeal with the drug cartel was part of a test to evaluate him for government service. Facing a lengthy prison sentence for his crimes, Cage reluctantly agrees to work for the NSA.

Now working undercover, Cage goes to the Czech Republic to infiltrate Anarchy 99. He becomes interested in Yorgi, the group’s leader, who embodies everything the rebellious faction stands for, as well as Yorgi’s girlfriend, Yelena.

As Cage integrates himself into Anarchy 99, he uncovers their sinister plans involving a high-speed drone named Ahab, equipped with a deadly chemical weapon called 'Silent Night.' The stakes grow as he realizes the potential for catastrophic attacks.

Milan Sova, an agent turned criminal, becomes disillusioned with Cage's brutal methods after a betrayal. Sova aligns himself with Yorgi, complicating Cage's mission further and forcing Yelena, a former Russian intelligence agent, to take desperate measures.

Cage orchestrates a daring raid on Yorgi's castle, coordinating with Czech special forces. However, during the mission, he is captured, forcing him to rely on the unexpected arrival of Czech police to save him.

In the ensuing chaos of the raid, Cage hunts down Yorgi and his sniper, Kirill. The confrontation concludes in a spectacular showdown where Cage eliminates both threats, showcasing his audacious heroism and commitment to stopping Anarchy 99.

With the drone destroyed and the threat neutralized, Cage quips humorously as he speeds away in a Pontiac GTO. The film concludes with him enjoying a relaxing vacation in Bora Bora with Yelena, where Gibbons approaches him with news of another mission.
