Having successfully concluded his last mission three years ago, Jack Paul Quinn, portrayed by Jean-Claude Van Damme, had successfully retrieved a truckload of plutonium from a US military base in Croatia, which had been taken by the infamous freelance terrorist Stavros, played by Mickey Rourke. Now, Quinn enjoys a peaceful life by his pool in Southern France alongside his pregnant wife Kathryn, depicted by Natacha Lindinger.

However, tranquility is short-lived when a government official approaches Quinn, informing him that Stavros has re-emerged as a threat. Reluctant to put on his old boots again, Quinn’s resolve is shattered when the official is murdered by Stavros shortly after their meeting. Understanding the danger at hand, Quinn reluctantly accepts the call to duty once more.

With crucial intelligence at his disposal, Quinn heads to Antwerp, Belgium, where he encounters the eccentric arms dealer Yaz, portrayed by Dennis Rodman. Yaz equips him with the necessary weaponry, and they prepare to confront Stavros, who has been tracked to an amusement park. Yet, Quinn falters at a critical moment when he realizes Stavros is accompanied by his innocent six-year-old son. This hesitation proves costly; during a chaotic shootout, the child is tragically killed, allowing Stavros to escape into a hospital while Quinn pursues him.

A fierce confrontation ensues in the hospital’s maternity ward, culminating in Quinn’s defeat when an explosion knocks him unconscious while he strives to protect the newborns. Waking up on The Colony, an unescapable island prison for rogue agents, Quinn learns he has been sent there because of his failure and that his family has been told he perished in action. In this grim institution, agents are deemed too valuable to kill but too dangerous to free and must report their presence daily.

Meanwhile, Kathryn is contacted by an art gallery in Rome eager to display her sculptures, but her newfound opportunity turns dark when she is kidnapped by Stavros. Realizing his wife is in peril, Quinn begins to plot his escape from The Colony. After thorough training to enhance his underwater skills and devising a clever method to fool the fingerprint scanner, he ingeniously escapes by hiding among a cargo shipment.

Reunited with Yaz, the duo bravely takes the fight to Quinn’s home, only to be ambushed by Stavros’s henchmen. After fighting them off, Quinn receives a chilling message—a recording from Stavros urging him to go to Rome for the sake of his baby. Once in the city, Quinn learns of his wife’s pregnancy, as Stavros taunts him with sonogram images.

Setting a trap, Quinn baits Stavros into meeting him, only to be thwarted at the last moment as Stavros makes off with Kathryn. Following a trail of clues, Quinn uncovers the hospital where Kathryn is, just moments after she gives birth. With new leads, he tracks down Stavros to a Roman amphitheater laden with explosives, where a high-stakes showdown unfolds amidst deadly traps.

In a climactic battle involving tiger, mines, and desperate escapes, Quinn fights to rescue his son from a perilous situation conjured by Stavros’s malevolence. Thanks to Yaz’s timely intervention, the baby is saved just as disaster strikes, leading to a chaotic explosion that claims Stavros and his tiger in a fiery end.

With the aid of friends from The Colony, Jack’s journey leads him to erase his past, allowing him to vanish from the eyes of those who once sought him, ultimately reclaiming his freedom and family without threats looming over them.
