Florida street racer Tej (Ludacris) is on the lookout for a talented driver, so he calls up Brian O’Conner (Paul Walker), an ex-cop who happens to possess the fastest car around. Brian competes in a race against Suki (Devon Aoki), Orange Julius (Amaury Nolasco), and Slap Jack (Michael Ealy) and emerges victorious. However, the police soon arrive and swiftly apprehend Brian.
In a tense meeting, Agent Markham (James Remar) and Agent Bilkins (Thom Barry) brief Brian on a critical mission: they want him to infiltrate a notorious criminal gang. They initially pair him with Agent Dunn (Edward Finlay), who proves to be less than capable. Thinking quickly, Brian proposes involving an old acquaintance, Roman Pierce (Tyrese Gibson). After a short disagreement, Roman decides to join the mission, and they are soon introduced to Monica Fuentes (Eva Mendes) for further instructions.
Equipped with new cars, the duo meets with the henchmen of the criminal mastermind Carter Verone (Cole Hauser), who sends them on a mission to race and retrieve a package while examining their racing record. Carter, enticed by their potential, hires them for a driving job to the Florida Keys concerning a drug deal. Brian and Roman take their vehicles to Tej for a thorough check-up, discovering that the cars are embedded with tracking devices. To secure their positions, they engage in a high-stakes race against other drivers for their pink slips.
As both Brian and Roman develop feelings for Monica, Carter ominously cautions them to steer clear of her. The tension escalates when Carter abducts the detective Whitworth (Mark Boone Junior) to glean information on the smuggling operation and threatens Monica with similar fates if his demands are not met.
The following day, Monica, filled with urgency, warns Brian that Carter is plotting to have them killed. Carter continues playing the villain role, casually revealing that his henchmen Roberto (Roberto Sanchez) and Enrique (Mo Gallini) will be accompanying Brian and Roman. In a desperate bid for survival, Brian and Roman brainstorm an escape plan with Tej and Suki.
Fulfilling their agreement, Brian and Roman confront Roberto and Enrique to secure the cash for the imminent drug deal, all while detective Whitworth covertly alerts the police. A high-octane chase ensues, with Brian and Roman evading capture as Agent Markham lies in wait at the airport for Carter’s plane. They dive into a warehouse, outsmarting the police as Tej’s crew storms out in trucks, creating chaos by demolishing cop vehicles, while other street racers serve as a decoy.
Although the police attempt to intercept Carter’s jet, it turns out to be a ruse. Realizing Monica’s true alliance, Carter orders Enrique to eliminate Brian. Yet, Roman rushes in to save the day. The climax escalates as they pursue Carter, who has taken off on a boat. In a thrilling conclusion, they leap their car onto the boat, leading to Monica arresting Carter. In the aftermath, Agent Markham clears their records, and as Brian and Roman drive off, they gleefully reveal the cash they’ve skimmed from the drug deal, sharing a moment of laughter and camaraderie.
