In the heart of Virginia, a covert NSA bunker overseen by Agent Augustus Gibbons comes under sudden assault from a group of attackers. Gibbons struggles for survival while managing to escape with his ally, Toby Shavers. In dire need of backup from an XXX with a stronger resolve, Gibbons seeks out his old friend, Darius Stone, a distinguished U.S. Navy SEAL who is currently imprisoned for defying orders and seeking vengeance against ex-four-star General George Deckert, who now serves as the Secretary of Defense. Meanwhile, NSA Agent Kyle Steele finds himself embroiled in investigating the attack on the bunker, which coincides suspiciously with the alleged death of Xander Cage in Bora Bora.
With determination, Gibbons orchestrates Stone’s release from prison, but the atmosphere is thick with mistrust as Stone takes charge, leading them to reconnect with Zeke, his former partner in crime, and Lola Jackson, his ex-girlfriend who now manages an exotic car dealership. In exchange for the prized ‘67 GTO that Shavers had customized, Lola agrees to offer sanctuary within her shop. As Gibbons tasks Stone with infiltrating the NSA bunker to retrieve vital data, Stone embarks on the mission, while Gibbons heads home to collect crucial evidence, blissfully unaware of the peril looming over him.
Before he can delve deeper into his investigation, General Deckert and Sergeant Alabama “Bama” Cobb execute an unexpected assault, leaving Gibbons in the wake of destruction. With his home now reduced to ruins, Gibbons’ acquaintance, Charlie Mayweather, points Stone to a high-stakes party where he stumbles upon a startling revelation: Deckert’s bodyguards are, shockingly, members of his former SEAL Team. As the conspiracy unravels, Stone puts together the details, realizing that Deckert’s aims include manipulating Pettibone, the Vice Chairman of the Joint Chiefs of Staff.
With Steele closing in, Stone manages to infiltrate Deckert’s scheme, discovering that Gibbons has survived and is being held captive alongside their past comrades. This startling information sets off a series of events as Stone begins to dismantle the nefarious plot, revealing both traitors and loyalists among the ranks. When Mayweather catches wind of Stone’s presence, he must once again navigate an escape from his relentless pursuers. Simultaneously, Shavers hacks into the Pentagon, unveiling Deckert’s sinister plans, while Steele investigates Stone’s troubled past leading to the court-martial and imprisonment stemming from his rebellion against Deckert.
As Stone digs deeper into the stolen plans, a shocking revelation surfaces: Deckert’s coup against President James Sanford is not merely a power grab but a meticulously orchestrated effort to eliminate the Commander-in-Chief along with his heirs to the presidency. This startling insight propels Stone to collaborate with Steele, who is initially doubtful of the claims but ultimately swayed by Stone’s unwavering conviction. They decide to take the matter into their own hands.
Steele recruits Zeke and his team, executing a bold heist on a civilian vehicle secretly transporting arms and supplies for the Department of Homeland Security, under the pretense of a cheese truck. Their gamble pays off, yielding a tank that becomes instrumental in breaching the Capitol during Sanford’s State of the Union Address.
As the stakes rise, Gibbons confronts Mayweather in a firefight while Deckert and Cobb kidnap Sanford. With Gibbons free, they make a daring getaway aboard a high-speed bullet train. At the moment of peril, Lola arrives in a stunning Ford Shelby Cobra Concept, which Stone commandeers to pursue the train and infiltrate its heavily fortified cargo.
In a brutal showdown, Stone takes down Cobb before confronting Deckert, as Gibbons swoops in by helicopter to rescue the captive President. Amidst the chaos of the train derailing and erupting in a dramatic explosion, Stone takes decisive action, defeating Deckert and securing the safety of their leader.
In the wake of the chaos, the narrative shifts, casting Deckert in a surprisingly heroic light. Meanwhile, President Sanford honors Steele and the unknown soldier, Stone, with the Medal of Honor, recognizing their valor against overwhelming odds.
