The film begins with a satellite plummeting from orbit, crashing into Earth with catastrophic results. In Brazil, Augustus Gibbons (Samuel L. Jackson) attempts to recruit Neymar, Jr. in a local restaurant to follow in the footsteps of legendary agents. However, Neymar hesitates, believing he isn’t cut out for heroics. Just as he voices his reluctance, a thief enters the establishment, brandishing a gun. Demonstrating unexpected courage, Neymar seizes a nearby napkin dispenser and hurls it at the assailant’s head, impressing Gibbons. Excited by Neymar’s potential, Gibbons tries to persuade him further, but the moment is abruptly cut short when the satellite crashes, obliterating the restaurant.

Meanwhile, at CIA headquarters, Jane Marke (Toni Collette) briefs her colleagues on the cause of the crash: Pandora’s Box, a military weapon designed to drop satellite-based weapons on targets like a missile. The culprits responsible for the satellite’s downfall - Xiang (Donnie Yen), Serena (Deepika Padukone), Talon (Tony Jaa), and Hawk (Michael Bisping) - infiltrate the CIA, eliminating agents with remarkable precision, and successfully abscond with Pandora’s Box. After witnessing Gibbons’ resourcefulness, Marke believes he could find someone capable of countering this formidable team.

Meanwhile, Xander Cage (Vin Diesel), in self-imposed exile in the Dominican Republic, is seen skiing off a tower and swiftly transforming into a skateboarder to solve a local electrical problem, allowing everyone to enjoy a soccer match. His seemingly carefree lifestyle includes romantic moments with his girlfriend Lola (Ariadna Gutierrez), but it is soon interrupted when he senses danger. An American bystander leaves behind a suspicious bag, which Xander discovers contains a bomb. SWAT quickly arrives, and in typical smartass fashion, Xander teases the captain about the situation. As it turns out, Marke arrives and admits that the chaotic event was a setup to bring him back into the world of espionage, especially after Gibbons is revealed to be dead.

Xander initially resists the call to return to the xXx program, enjoying his independence, yet he knows of a contact in London who could assist. In London, he reconnects with his friend Ainsley (Hermione Corfield), who aids him in tracking Xiang’s group to the Philippines under the guise of “undercover work.”

As the story unfolds, Serena pushes for the destruction of Pandora’s Box, but Xiang insists they need it to achieve their own goals. Marke activates a Special Forces unit led by Paul Donovan (Tony Gonzalez), but their polar opposite personalities lead to friction, resulting in Donovan and his team being unceremoniously ejected from their plane.

The ensemble grows with the introduction of Adele Wolff (Ruby Rose), who appears merciless as she defends a lion from human poachers. Next is the reckless and notorious driver, Tennyson Torch (Rory McCann), along with Nicks (Kris Wu), a DJ whose skills contribute as a vital distraction. Though hesitant at first, they soon rally together, supported by Becky Clearidge (Nina Dobrev), a tech whiz who supplies them with advanced gadgetry like bionic gloves.

In the Philippines, under the cover of a nightclub run by Lazarus (Nicky Jam), Xander exchanges ammunition for access, setting the stage for high-stakes interactions with Xiang and his crew. As the action escalates, the teams clash amidst explosive combat when they are ambushed by Russian soldiers, leading to adrenaline-packed confrontations, high-speed motorcycle chases on water, and daring near escapes.

As conflict intensifies and betrayal surfaces, with Marke revealing her ulterior motives, a larger battle ensues. Alliances are tested as Darius Stone (Ice Cube), a previous xXx agent, makes his entrance with bombastic flair, joining forces with Xander and his team against Marke’s rogue tactics.

The film culminating in a breath-stopping climax, sees Xander execute a stunning leap from a plane, destroying Pandora’s Box to prevent further chaos while sealing moments with Serena. Following the tumultuous events, they gather at Gibbons’ funeral, where Xander is astonished to discover Gibbons alive and in hiding, thrilled to see Xander back in the field; he ends with the iconic words, > “kick some ass, get the girl, and try to look dope.”
