American Sergeant David Brent is wounded while hunting a sniper and falls unconscious in an unnamed German city. Helga Schiller tends his wound and hides him from her bitter younger brother, Franz. Although the Waffen-SS set up an artillery observation post in Helga's building, she defends Brent to prove she is not a Nazi. The city is on the brink of being captured by American forces.

When Brent wakes, Helga keeps him hidden from Franz and from those who would turn him in. She shows compassion by tending his wound and keeping his presence a secret, proving she is not a Nazi. Her actions complicate their relationship but demonstrate a human bond amid war.

After Germany's surrender, Brent returns to the city and marries Helga. He resigns from the Army and takes a civilian job in the Food Office of the Military Government. The couple begins their postwar life in occupied Germany.

Helga spots Bruno Eckhart, a returning German soldier, and informs him of his losses and his girlfriend's suicide, driving his resentment. She persuades Brent to vouch for him, enabling Bruno to obtain a policeman's job. Unbeknownst to them, Bruno is a Werwolf member who uses his position to move other Werwolf members into the government and becomes their leader.

Bruno is a Werwolf member, and his influence helps entrench the group's presence in postwar Germany. Franz, Helga's bitter brother, also joins the organization, drawn into its secretive network.

A food shipment is hijacked by Werwolf operatives, provoking civilian outrage toward the American occupation. Brent tries to intervene during a protest and is attacked by the crowd, earning him a public beating and losing his job.

Bruno tells Brent that Helga married him for food and shelter, sowing doubt about her loyalty. Helga acknowledges the motive behind her marriage but says she eventually fell in love with Brent. Brent refuses to believe her and storms out, widening the rift between them.

Franz's conscience awakens after witnessing a murder at Bruno's Werwolf headquarters in a railroad boxcar. Helga confronts him with the truth and takes him to the first session of the Nuremberg Trials, where he is horrified by Nazi crimes.

Encouraged by Franz's revelations, American authorities move to dismantle the Werwolf operation in the area. The exposure leads to arrests and a decisive crackdown against Werwolf activity.

With the Werwolf threat exposed, Brent reconciles with Helga and acknowledges the depth of their bond. He recognizes that her actions helped many others, not just their relationship.

Franz enters the Werwolf boxcar to retrieve an invaluable list of members, triggering a confrontation with Bruno. Bruno is knocked out during the struggle, and Franz is briefly trapped inside as the boxcar door shuts.

The boxcar catches fire, trapping the combatants inside. David rushes into the burning car to pull Franz to safety, rescuing his brother-in-law and bringing a personal victory amid the chaos.
