In a future Oregon where rain has stopped falling for a full decade, the landscape has mineralized into a harsh, sun-baked wasteland. Water is the most precious resource, and those who hold it command power and fear. Amid this scorched world, a compassionate guardian named Kendal cares for a dying boy named Dean, whose kidney failure makes every drop of water feel like a lifeline. When a friend, Gabriel, living on a nearby farm, urges Kendal to leave her post and join him in search of safety, she weighs the risk against her duty—refusing to abandon Dean even as the drought tightens its grip on the region.

One day an urgent call crackles through their two-way radio, and Kendal follows the sound into a trap disguised as a cry for help. She hides as marauders strike the family, killing everyone left inside and leaving her to face the aftermath in the dark. The shocking encounter leaves Kendal shaken, but she slips away, her resolve hardened by the peril around her and the memory of the family she could not save.

As wells dry up across the countryside, a chilling theory takes shape: a local warlord named Carson may be drilling into the aquifer itself, siphoning water toward a human fortress he calls a safe haven. Carson operates from a compact compound, and his presence exerts a chilling grip on the local survivors. When a neighbor named Grace loses her water source, she tells Kendal she’s considering joining Carson, hoping he can provide medicine that might help Dean. Kendal remains skeptical, wary of any deal that would trade freedom for survival, and she chooses caution over trust when Carson arrives without warning.

Carson reveals his ruthlessness in a brutal display: he kills Gabriel’s entire family, justifying the act by saying that only the strong—those young or infirm enough to be saved in the current scarce moment—deserve a chance. The sight of such merciless control horrifies Kendal, who finds a temporary ally in the wake of violence even as she hides from the warlord’s men. Dean’s plan to escape grows more urgent, and Kendal discovers a nearly repaired Cessna that could carry them all away; all they need is a distributor cap to power it.

Meanwhile, a young boy named Alby lives nearby, and Kendal checks in on him, warning that the road to safety is perilous and that joining a risky escape could draw dangerous attention. Alby, who prefers to fend for himself, asks her to stay away, but Kendal’s sense of responsibility compels her to keep trying to help. After reclaiming the necessary distributor cap from Carson’s compound, Kendal returns home, only to find three survivors who have wandered onto the property in search of water. Dean, despite his frailty, proposes sharing some of their dwindling supply, while Kendal remains cautious about the newcomers’ true intentions. The strangers’ arrival tests Kendal’s trust, and when they try to seize the remaining water, Dean acts decisively, shooting them to protect the others.

Drawn toward the gunfire, Carson and his men converge on the farm. Dean attacks with determined grit but is fatally oriented by their superior firepower, while Carson’s lieutenant—the one who dresses like a priest—voices a perverse calculus about their actions being for the “greater good.” Kendal uses the distraction to slip away again and discovers a graveyard on Grace’s land, where she retrieves a katana, a symbol of defiance and a tool of last resort. Armed with this blade, she returns to the house and cuts down the intruders left behind, including the masked figure who had previously concealed his identity.

Kendal’s search for Alby leads to a grim moment: Carson has abducted the boy. She storms Carson’s compound, dispatching the guards with a blend of stealth and force, and eliminates the threats that stand between her and the boy. In a tense, final confrontation, only Kendal, Carson, Carson’s daughter, and Alby remain. Carson closes in with a fierce determination, but Kendal meets him with the katana, ending his reign of control. Carson’s daughter, Brooke, nearly overpowers Kendal with a choke hold, but Kendal—sustained by resolve and survival instinct—breaks free and delivers a fatal stab to Brooke.

With Carson defeated, Kendal and Alby make a break for the Cessna and, after inserting the distributor cap, start the engines. As they ascend, Alby asks what happened to Dean.
