After the fall of the Qing dynasty, China becomes a republic but remains torn by civil unrest and the rise of warlord rule. In one province, General Jin oversees a large shipment of weapons—3,000 rifles—for his 3rd Division, a cache that could tilt the balance of power in the region.

Wan Tai, Ku Feng, a National Revolutionary Army soldier from the south, infiltrates the warlord’s territory and encounters a local vagabond named Meng Kang, David Chiang Da-Wei. Meng Kang is drawn into the plan, initially reluctant because the risks are steep, and soon he is joined by Tie Hu, Ti Lung. The trio is also aided by Hong Yingfen, a daughter of a local anti-smuggling officer and a friend who presses to be included in the heist once she learns of the scheme.

Their operation begins with the masquerade: they steal a uniform belonging to a warlord’s officer and hold a high-ranking subordinate as a hostage to fool the arsenal director. They push toward the arsenal to transfer the weaponry, but the director insists on a written document from General Jin. The plan teeters on failure until a fake, officer-grade document appears—inside the knocked-out officer’s uniform—and General Jin himself calls to authorize the transfer. Believing the disguised officer and his hostage to be loyal aides, the arsenal director greenlights the transfer and the weapons are loaded into a truck, then unloaded into a train carriage hauled toward safety.

Soon, the operation is uncovered. Hong’s father is arrested, and several subordinates are executed by firing squad. General Jin sends cavalry to intercept the carriage, the hostage is killed, and Wan Tai is mortally wounded, dying before he can reveal the name of his ally in the nationalist ranks. The trio manages to separate the carriage from the locomotive and escape as the train derails, crashing into a river while the carriage veers into the woods. Tie Hu sabotages the railway tracks to mislead Jin’s forces, and the fugitives vanish into a nearby town.

In town, they nearly get nabbed in a gambling den and restaurant fight known for rough brawls, where Hong’s identity as the daughter of an officer draws attention. They encounter Yan Wang, a local bandit chief who pretends to be Wan Tai’s ally but soon reveals his power, threatening them at gunpoint to disclose the weapon’s location for his own gain. A fierce confrontation erupts, and Jin’s men arrive to wipe out Yan Wang’s gang, leaving the bandits dead, including Yan Wang. Meng is captured by General Jin but is offered a chance at liberty through a gambling contest—the general pretends to lose so Meng can be freed and then tracked for interrogation.

The trio reunites and learns that Wan Tai’s actual friend is Chen Sheng, a man disguised as a street food seller. Chen Sheng Cheng Lui helps them learn the weapon’s location, then unloads the rifles and distributes them to militia units to arm a local rebellion against the warlord. Chen notes that, in time, they may never know the three names who sparked the uprising.

In the climactic pursuit, General Jin’s forces—their attack led by battalion captain Cheng—close in. The three fighters resist heavy losses; Tie Hu is fatally stabbed in close combat, and Meng Gang is mortally wounded while attempting to strike back at the general. Meng’s last effort to throw a bayonet into Jin fails, the general survives, and Hong is driven to a desperate stand, firing back until she herself is shot. The trio sinks to the ground, holding hands as they die, while the general drives away, clearly disheartened by what has unfolded.

As a final coda, Chen Sheng leads his militia forward in a mounting charge, and a montage capstone shows the three fallen allies united in memory, their actions igniting a broader struggle that continues to ripple through the province.
