In 1975, the vibrant city of Bay City, California serves as the backdrop for the story. Its unmistakable southern California vibe resonates with the bustling energy that is reminiscent of nearby Los Angeles.

We are introduced to the two main characters: David Starsky, a loudmouth aspiring macho cop, and Ken 'Hutch' Hutchinson, who adopts a more relaxed approach to his job. Their contrasting styles create an immediate tension as they consider each other to be unlikely partners.
