In the heart of the Midwestern town of Puckerbush, a spirited Halloween is met with mischief as a teenager named Hoover Neibold decides to stir up some excitement. Hoover, who is no stranger to chaos, is the son of the irritable sheriff, Harry Niebold. Alongside his adventurous friends, he heads to the local race track, thrillingly anticipating the race featuring the famous Big Bubba Jones.
While at the race, Hoover's thoughts drift to Darlene, a girl he’s keen on impressing, especially since she’s in the audience with her parents. In a bid to showcase his bravery and charm, he seizes an unexpected opportunity when Jones’ pit crew is summoned for an emergency. With adrenaline pumping, Hoover impulsively decides to steal Jones' prized car, affectionately known as Mabel, and offers Darlene a ride, coaxing her and their friends to join him for an exhilarating escapade.
