Mathur, a corrupt bank manager, secretly borrows ₹2.5 million and loans it to J.K. Verma, a ruthless crime baron who uses the money to stage a bank robbery and bail himself out. When DCP Anand Kumar Srivastava closes in on the scheme, J.K. pulls a clever trap: he enlists Julie, an exotic dancer, to frame Anand for corruption by making the robbery look like a government scam. Anand is arrested by the CBI and spends three months behind bars, and the stress of false charges drives him to take his own life after being released on bail. This tragedy leaves a deep scar on Anand’s son, Vijay Kumar Srivastava, Amitabh Bachchan, who grows up haunted by the line between duty and dishonor.

Vijay, raised under the shadow of his father’s fall, eventually becomes a cop, living with his mother, Shanti, Rohini Hattangadi, and taking refuge with the honest inspector Aslam Khan. Yet the world outside is not friendly to his conscience. JK’s men quickly identify Vijay and pull him into their orbit, using money and influence to bend the law around them. In a surprising turn, Vijay leads a double life as Shahenshah, a masked avenger who punishes criminals while the system pretends to champion justice. Into this maze rides Shalu, a local girl living with her ailing mother, Julie [Aruna Irani], who becomes a pivotal ally in Shahenshah’s crusade. Shalu infiltrates JK’s inner circle—something she does with calculated resolve after discovering how deeply the crime lord has touched her own life. During a tense encounter, JK reveals that he had anticipated Shalu’s move all along and had been wearing a bulletproof vest when she tried to kill him, a chilling reminder of how far he’ll go to stay on top. The stage is set for a head-on clash between the masked savior and the man who has bought much of the city’s fear.

The struggle intensifies when JK murders Mohammed Salim, a courageous crime reporter and Shaheena’s husband, right at a funeral. The killing hardens Vijay’s resolve to overturn the smear on his father and bring the truth to light. Julie agrees to testify against JK, while Shalu supplies key evidence that could topple the crime lord’s operation.
