Parker and Philly pull off a heist at the racetrack's count room. An inside employee kills one thief and wounds Philly, driving away with the loot and his family. Parker pursues onto the track, shoots the thief dead, bribes the wife, and escapes with the score.

Zen, the getaway driver, betrays the crew by firing on Philly and others as Parker falls into a river. Recuperating at a motel, Parker promises Grace, Philly’s widow, that he will avenge her husband.

With help from fellow thief Grofield, Parker begins tracking Zen’s associate Reggie. Reggie reveals that Zen once served in a death squad in her home country, hinting at a deeper danger behind the mission.

Mercenaries kill Reggie and his driver, leaving Parker to press a surviving gunman for a path to Zen. Parker then kills Bosco’s contact who was feeding Zen’s network, tightening the net around the operation.

Zen admits she used the racetrack score to fund a new score: De La Paz has hired the Outfit to steal treasure from a shipwreck and sell it to himself, revealing a broader political motive behind the thefts.

Parker and Grofield meet Zen and her allies led by Colonel Ortiz to plan seizing the treasure for their people. Parker, exiled from New York by Lozini, suggests waiting to strike until after the Outfit steals from the UN.

They question Bosco’s boyfriend and fend off Outfit men, then Parker drops Lozini’s lieutenant Kincaid from a window while retrieving Bosco’s plans for the UN robbery, hidden inside a stuffed elephant.

Married thieves Ed and Brenda Mackey and Stan Devers join the mission as the Outfit transports the treasure by an automated garbage train. Posing as MTA workers, they subdue the inside man; a drunken Stan crashes the getaway truck, derailing the train.

The crew discovers the treasure containers have been swapped for rocks; Stan is wounded as they flee in a stolen police car. Parker faces resistance from his own team but convinces them to pursue the shipwreck’s figurehead worth $500 million.

Grofield poses as a suicidal jumper to lure Kincaid’s bodyguard to the roof, where the guard is killed. The girlfriend reveals the figurehead is being sold to billionaire Phineas Paul, and Parker kidnaps Phineas, shooting Mark Cuban in the process.

Phineas escapes from an inebriated Stan and warns Lozini, who arrives at the facility just as Parker’s crew drives off with the figurehead. The pursuit shifts toward the secure site in Green Brook Township, New Jersey.

The crew learns the UN heist is happening that night, and Parker waits for the time-lock on the real vault. He detonates explosives to destroy the genuine figurehead and kills Lozini, escaping as De La Paz’s guards slaughter the Outfit.

Parker confronts Zen and kills her to avenge Philly and the others. Ortiz is named the new president, and De La Paz’s crimes are brought to light for the world to see.

Parker delivers a share of the jewels to Grace, and he and Grofield return to their lives of crime, continuing the cycle of heists with a new, hardened resolve.
