Parker and Philly are seasoned professionals who pull off a high-stakes heist at a racetrack counting room, but the plan quickly spirals when an insider turns, killing one of the team and wounding Philly. The thief slips away with the money—and with his family—leaving Parker to give chase across the pulse of the track, where he shoots the betrayer and bribes the killer’s widow Grace to help him make off with the score. The fragile win is short-lived, as the crew is double-crossed by their own getaway driver, Zen, who opens fire on Philly and the rest of the crew while a wounded Parker tumbles into a nearby river. After a period of recuperation at a motel, Parker makes a solemn promise to Grace: he will avenge her husband.

With a renewed sense of purpose, Parker enlists the help of Grofield, a fellow thief who runs a struggling theatre company, and begins a relentless hunt for Zen’s associate Reggie. Reggie reveals that Zen once belonged to a death squad in her homeland, a truth that draws Parker deeper into a web of mercenaries and political intrigue. Zen’s ruthless circle eliminates Reggie and his driver, but Parker compels the surviving gunman to guide him to Zen. The confrontation exposes a larger conspiracy: Zen has used the racetrack score to fund a bold gambit to topple a corrupt regime. The scheme centers on De La Paz, the country’s president, who has hired a crime syndicate—the Outfit—to steal treasure from a shipwreck so De La Paz can profit on the world stage.

Parker and Grofield later cross paths with Zen’s faction, led by Colonel Ortiz, who aims to seize the treasure for the people back home. Parker, exiled from New York by Lozini—the Outfit’s elusive boss—proposes a plan: strike only after the Outfit has made its move at the UN. The crew interrogates Bosco’s boyfriend and retrieves Bosco’s plans for the UN robbery, cleverly hidden inside a stuffed elephant. The team welcomes Ed and Brenda Mackey, along with Stan Devers, to carry out the heist as the Outfit’s treasure is transported by an automated garbage train that Parker’s group intends to derail.

A tense moment of jealousy nearly upends the operation when Zen tries to seduce Parker, but a fellow mercenary, Mateo, pulls Parker into the Outfit’s orbit. Mateo is killed as Zen rescues Parker, and a phone call from Lozini reveals that the Outfit plans to rob the UN that very night, forcing the crew to act. Posing as MTA workers, Ed and Brenda seize the interior man and hijack the train’s switchboard; a drunken Stan crashes the getaway truck, nearly colliding with Grofield, who shoots the failing brakes to derail the train. Parker, Zen, and Grofield discover the treasure containers have been swapped for rocks, and Stan is wounded as they retreat in a stolen police car.

Betrayal circles back to Parker’s leadership, but he convinces the team to pursue the shipwreck’s figurehead, a prize valued at around $500 million. Grofield disguises himself as a suicidal jumper to help Parker corner Kincaid’s bodyguard on a rooftop, where they lift vital information from Kincaid and learn the figurehead is being sold to a billionaire named Phineas Paul. Parker kidnaps Phineas, shooting his associate Mark Cuban in the process, and learns the figurehead is hidden inside a secure facility in Green Brook Township, New Jersey.

Phineas escapes an inebriated Stan and alerts Lozini, who arrives at the facility just as Parker’s crew makes their move. They escape in a snowbound chase but discover the figurehead they stole is a replica. Lozini assumes the worst—that Parker has double-crossed him—while De La Paz’s guards close in as Parker waits for the real vault’s time-lock to open. In a decisive moment, Parker destroys the genuine figurehead with explosives rather than let it fall into the wrong hands, kills Lozini, and slips away as De La Paz’s guards wipe out the Outfit.

In the aftermath, Parker leaves his crew with the jewels he saved and confronts Zen, who pushes for a simpler life in her homeland. He rejects the offer and ends Zen’s life to avenge Philly and the others. As the world learns of Phineas and De La Paz’s crimes and Ortiz is named the new president, Parker delivers a share of the treasure to Grace. He and Grofield then retire to their lives of crime, continuing to navigate a world where loyalty is fickle and vengeance is always close at hand.
