Vishal Agnihotri is serving a life sentence for killing four criminals who raped and killed his sister-in-law, Rita. These men had been acquitted thanks to a corrupt public prosecutor, and soon after their release they again tried to rape his wife, driving her to take her own life.

Journalist Roma Singh visits him in prison and soon becomes a target for some of the convicts, forcing Vishal to step in and protect her. Roma is unwavering in her determination to help him regain his freedom, and she seeks out Inspector Amar Saxena to obtain Vishal’s case file. As they work together, a quiet bond begins to form between them. Roma’s boss, Mr. Jindal, the supposedly blind owner of the Samadhan newspaper, reopens Vishal’s case by presenting new evidence to the legal authorities, and a judge reviewing the file accepts the new information, leading to Vishal’s release.

Upon freedom, Jindal persuades Vishal that the city is rife with crime and convinces him to take out several powerful mob figures—Jibran, Tyson, their associates, and Kamdev Kulkarni, the Commissioner of Police—as a means to cleanse the system that failed him. [Vishal Agnihotri] initially resists, insisting he cannot kill again, but after reflecting on his past he agrees to join Jindal’s plan. He sets out to target the rival factions, alternating between Jibran’s gang and Tyson’s, fueling a brutal rivalry that destabilizes the city’s criminal underworld.

Kashinath tells Jibran that Vishal is the hitman behind the killings, prompting Jibran to call Tyson to clear up the misunderstanding. Their meeting ends in violence when Vishal wounds Tyson, sparking a gang war in which many criminals fall. Vishal goes on to kill Tyson, but Jibran survives and begins to shadow him. Inspector Amar grows increasingly suspicious and pursues Vishal, though he lacks concrete evidence to arrest him.

Vishal then heads to Kamdev’s residence, the last target on Jindal’s list, and overhears a drunken Kamdev speaking with a Constable Kranti Kumar. Kamdev reveals that the mysterious killer might be serving a broader good by removing criminals—something the police cannot do within the rigid legal system. This causes Vishal to reconsider his path, and Jibran observes his hesitation. Jindal’s true nature emerges: he is not blind at all, but has been using Vishal as a pawn to eliminate rivals.

As Vishal moves to confront Jindal, Jibran intervenes to save Jindal. The story then unfolds in a flashback to Jindal’s past: a greedy, lazy man who sought easy money and allied with Jibran and Tyson by impersonating Inspector Karan Saxena (Amar’s father) to facilitate drug smuggling. When Karan discovered the truth, Jindal killed him and his wife Pooja. He then pretended to be blinded to avoid suspicion and to deceive Jibran and Tyson. Jindal and Jibran abandon Vishal to die by placing a bomb beside him, but Vishal escapes.

Amar uncovers Vishal’s file at Vishal’s home and tracks him to Roma’s residence, where he reveals that he has the files and orders Vishal to surrender. A confrontation ensues, and Roma distracts them long enough for Vishal to be knocked out and taken into custody. Kashinath informs Jindal that Vishal is alive and likely to reveal the truth. Soon after, Jindal reveals his feelings for Roma and demands she marry him, a plan that Siddiqui, a sub-editor, witnesses—only to be murdered by Jindal.

Kamdev eventually frees Vishal, and Vishal confesses the truth about Jindal to Amar, exposing Jindal as Karan Saxena’s assassin. Together, Amar, Vishal, and Kamdev confront Jindal at his office, only to find Siddiqui’s body prefiguring the clash. Jindal then abducts Roma, prompting Kashinath to assist Vishal and Amar in tracing Jindal to an abandoned fort where drug lords have gathered.

In the ensuing battle, Amar and Vishal eliminate most of the drug lords. Jindal forces Roma to accompany him but is confronted by Vishal, who tries to rescue her even as Jindal holds Vishal at gunpoint. Vishal breaks free but is shot by Jindal while Amar fires at Jindal, ending the confrontation. Vishal dies in Amar’s arms, acknowledging that Amar was right about the path he chose, and salutes him. In the end, Roma is shown married to Amar as the credits roll.
