Lucky, Anil Kapoor, is a small-time criminal who dreams of retiring with his girlfriend Lara, Koena Mitra, after one last job. The plan quickly spirals as he ends up tangled with the ruthless killer Billa, Sanjay Dutt. Lucky nicks 2.5 million from Billa, but Lara turns the tables and steals it back from him. Soon after, a grim realization hits: Lucky’s friends have been murdered in the wake of this dangerous game. Billa tracks him down, and Lucky must decide whether to run or strike a deal to survive.
The uneasy truce sends Lucky to Goa, where he is instructed to meet Whacko Jacko, Shakti Kapoor, and sell him a bag of unknown contents. The encounter with Jacko unfolds with a tense rendezvous and a hurried return to his hotel, where a suspicious police inspector begins to zero in on Lucky’s movements. A new thread enters the story at a small restaurant: Sam, Sameera Reddy, catches Lucky’s attention. Sam’s car breaks down, and Lucky offers her a lift home. Lukka wants Lucky to kill Sam, offering a hefty 2.5 million safeguard in return. Sam, sensing a chance to end the danger, proposes her own grim deal: if Lucky eliminates Lukka, she’ll pay him 2.5 million. If Lucky survives, he earns Sam’s safety; if Tiger survives, Tiger takes the money and Billa loses Sam.
