Raja Govinda is introduced as the adopted son of Florence Joyner, a backstory carried by the sorrowful memory of James Joyner, a former target killer who is killed in an encounter right in front of Florence. After James’ funeral, Florence discovers a newborn baby nearby and chooses to raise him as her own. The child grows into Raja, a college student whose circle includes Morarilal [Rakesh Bedi], Deepak [Satyajeet], and Gulshan “Gullu” [Gulshan Grover], all of whom become close friends during his time at school. Priya [Karisma Kapoor], the sister of Inspector Vijay Chauhan [Ranjeet Bedi], joins the college, and after a few clashes with Raja, she begins to quietly fall for him, adding a complicated layer to the group’s dynamics.

In the midst of this ordinary college life, a string of brutal murders targets several college girls, pulling the police into the case. Inspector Chauhan is put in charge, and the investigation tightens its grip as each clue unfolds. During a Christmas party, Raja accompanies his mother to Priya’s home, where a new wave of tragedy hits: Deepak’s sister Ranjana dies after an apparent fall from a building. Gulshan, who had been in love with Ranjana, claims to have seen her meeting with Professor Verma, a figure who seems entangled in the unfolding mystery. An ominous knife attack on Verma follows, but Raja ends up accidentally stabbing him in the heat of the moment, then hastily disappears into the night, terrified by the implication of his own actions.

The next day brings shock—the professor is murdered, and chaos erupts as fingerprints are taken from everyone at the college. Raja’s prints appear unclear, casting doubt and insinuating that he may be involved in Verma’s death. Gullu’s insistence that Raja should tell the truth only adds pressure, and Priya’s birthday party becomes a focal point of suspicion when Priya’s nephew Sunny, the inspector’s son, points to Raja as the killer. The revelation that Sunny witnessed parts of the crime through a window deepens the rift, and when an attempt is made on Sunny’s life, Chauhan himself reveals that his son’s testimony implicates Raja. Security is tightened around Raja and his mother, and the case takes on a personal edge for the inspector.

The investigation widens further as Chauhan uncovers a broader pattern: the murders appear connected to a sex scandal and a network of illicit actors in the world of filmmaking. Raja is soon branded as a blue-film maker, a label that compounds his trouble and drives him to flee with his mother, who remains largely unaware of the deeper conspiracy at play. Simultaneously, Chauhan discovers that Watchman Badruddin has ties to Monica, a blue-film producer linked to the unknown mastermind behind the crimes. This twist pulls Raja deeper into the confrontation with the people who are exploiting victims and exploiting his own fate.

As the tension tightens, Chauhan arrests Raja and grills him for the truth. Raja sends back a candid account of the events, only to learn that Verma was stabbed twenty times—a revelation that points to a concealed culprit still at large and the possibility that the killer has been manipulating the entire chain of events. With Sunny’s safety at stake, Raja escapes the police station and makes the difficult decision to kidnap Sunny from the hospital, forcing a confrontation with the real killer. Sunny’s insistence that he did not lie helps push Raja to confront the truth.

The true architect behind the mayhem is Deepak [Satyajeet], who, along with Monica, has been involved in blue-film production and is determined to silence anyone who threatens to expose him. Deepak’s motive is rooted in protecting a dangerous secret, and he uses Sunny’s momentary misdirection—caused by Deepak’s presence behind him during the incident—to frame Raja. Deepak’s plan unravels as the pieces fall into place: the victims were targeted because of the exposure they could bring, and Raja’s earlier act of stabbing Verma was misinterpreted as the work of a serial killer rather than a single tragic accident.

The confrontation culminates on a hospital rooftop, where Raja faces Deepak in a tense showdown. Raja fights to protect Sunny and put an end to the murderous scheme, and Deepak is finally arrested with Sunny serving as a crucial eyewitness to the truth. In the aftermath, Chauhan re-evaluates the evidence and chooses to release Raja, revealing that his own mother’s critical hospital condition had clouded his judgment. With the truth exposed, Raja is exonerated, his name cleared, and his mother’s health becomes the focal point of the final relief. The film closes on a note of vindication and reassurance, as Raja steps into a future where justice has prevailed and the mystery surrounding the deaths is finally resolved.
