Watts Davies, Will Rothhaar, is a 14-year-old kid who discovers go-kart racing as a fresh outlet for energy and ambition, and in the process begins to reconnect with his father, Vic Davies, Randy Quaid, with whom he has clashed since their mother's death. Watts faces a fierce rival, Rodney Wells, a local bully who stops at nothing to undermine him; Rodney and his crew aren’t above getting Watts arrested. After more trouble, Watts sadly watches as Rodney and his father buy the kart Watts had his eye on.

In an effort to bond, Vic—himself a former racer—helps him build a kart and trains him in the fine art of kart racing. Watts proves to be a natural behind the wheel, and with Vic's guidance and a newly built kart, he enters the race. Throughout the journey, Watts begins to fall for Dahlia, Amanda De Martinis, a rebellious local graffiti artist.

The final race becomes a three-way showdown between Watts, Rodney, and driver Scott McKenna, David Gallagher. Rodney tries to take Watts out, but ends up crashing with two laps to go. On the last lap, Watts and Scott McKenna duel for the victory, and in a dramatic photo finish, Watts edges out Scott to take the checkered flag.
