Older of the Lee brothers, Billy is practical, protective, and quick to jump into danger to shield his younger sibling. He becomes the bearer of one medallion half and discovers the body-strengthening power that makes him resilient. His mission is to reunite the halves and stop Shuko, balancing action with responsibility. He embodies loyalty, resourcefulness, and perseverance.

Billy’s younger brother, impulsive and fearless in combat. He plays a crucial role in the fights and the quest, but is at times driven by emotion which puts him at risk. He is captured and briefly controlled by Shuko, highlighting the peril of power. Ultimately, he fights to reclaim his agency and his place beside Billy.

Guardian and adoptive mother figure to the Lees, Satori holds the second medallion half and explains the legend of the Double Dragon. She embodies spiritual guidance and self-sacrifice, ultimately giving her life to save the brothers. Her wisdom helps them understand the true cost of power and the importance of protection.

A ruthless crime lord who wields one half of the medallion and uses possession and shadow powers to dominate gangs. He seeks to merge the halves to amplify his control over the city. His plans depend on fear and manipulation, and he is ultimately undone by light and the brothers' unity.

Leader of the Power Corps vigilantes and daughter of Chief Delario. She collaborates with Billy and Jimmy to thwart Shuko and the gangs. She discovers Shuko’s weakness and uses her influence to coordinate efforts that restore balance to the city.

A gang leader who becomes a hulking giant after a mutation following defeat. He is imprisoned but later reforms and provides crucial information about Shuko’s vulnerability to light. His arc shifts from antagonist to an unlikely ally in the fight against the crime lord.

The second portrayal of Bo Abobo, continuing his arc within the story. Like the first portrayal, he plays a part in the gang dynamics and ultimately contributes to the counteraction against Shuko’s power.

Marian’s father and the city’s police chief. He embodies institutional authority and ultimately supports a stronger police response to the gangs. His leadership complements Marian’s vigilante efforts in restoring order.
