A colossal earthquake levels southern California, reshaping the landscape and leaving Los Angeles renamed as New Angeles, a city that struggles in the wake of a government that never steps in to restore order. The aftermath isn’t just geological—it’s social and political, with lawlessness creeping in and emergency services strained to the breaking point.
Seven years pass, and New Angeles is half-submerged, rattled by constant aftershocks, and choked by choking smog and corrosive rain. In this harsh setting, a crime lord and savvy businessman named Koga Shuko unveils a legend of power wrapped in a magical medallion known as the Double Dragon, which has been split in two. He retrieves one half and commands his henchmen to locate the other piece, believing that together they can wield a force unlike any other.
Teenage brothers Billy Lee, Scott Wolf, and Jimmy Lee, Mark Dacascos, live with their guardian and mother figure, Satori Imada, Julia Nickson, as they return home after a citywide curfew tied to a martial arts tournament. The streets at night are ruled by gangs who formed a tacit agreement with corrupt police to keep violence contained during the day. On their way home, the Lees encounter these gangs and barely escape with help from the Power Corps, a vigilante group led by Marian Delario, Alyssa Milano. The danger intensifies when Bo Abobo, a feared gang leader, discovers that Satori holds the second half of the medallion and reports this to Shuko, who then mutates Bo into a hulking, terrifying brute as punishment for his failure.
Back at their abandoned theater home, Satori tells Billy and Jimmy the history of the Double Dragon and explains that the two halves must be guarded to prevent misuse. She entrusts the first half to Billy, and the threat from Shuko mounts as he shows his power of possession and shadow form—the medallion’s soul-empowering magic. In a brutal confrontation, Billy and Jimmy manage to incapacitate Bo Abobo, but Shuko drenches the home in gasoline and lights it up. In a selfless act, Satori sacrifices herself so the brothers can escape with the Dragon.
With Shuko now aware he can’t reach the brothers easily, he consolidates control over the gangs by displaying his powers and sends his new army in pursuit of Billy and Jimmy. The brothers seek refuge with the Power Corps, while Marian commits to helping them end the gang threat once and for all. They hatch a plan to infiltrate Shuko’s office building to seize his medallion, but their mission is foiled and Jimmy is captured in the process.
Back at the Power Corps hideout, Marian points out a crucial discovery: the wearer of one half is immune to the power of the other, meaning Shuko cannot possess Billy while he wears the medallion. This insight shifts the odds, and a gang assault soon forces the heroes to retreat. In the chaos, Jimmy suddenly reappears, though it becomes clear that he is being controlled by Shuko as a threat to Billy. After a tense moment, Billy activates his medallion’s power—the body—granting him invulnerability and a fighting edge. Shuko responds by threatening Jimmy and then releasing him, intent on drawing Billy into a fatal trap.
The race to recover the halves culminates as Shuko unites the halves and transforms into a pair of shadowy, katana-wielding warriors who can slice through almost anything. The Lees fight valiantly but are hard-pressed to prevail. Credence comes when Abobo—who had been imprisoned earlier and has since reformed—reveals a critical weakness: light can negate Shuko’s shadow power. Marian reactivates the base generator, draining the shadow form and leaving Shuko briefly vulnerable. Billy and Jimmy press their advantage, force the shadow warriors back into their human form, and reclaim the two halves of the medallion. The brothers fuse the halves, revealing matching uniforms and the enhanced powers of the Double Dragon, and even glimpse a spectral nod from Satori’s spirit offering encouragement.
In a climactic sequence, Billy and Jimmy bring Shuko to heel and force him to perform humiliating acts while Billy possesses him to reclaim control of the battle. As this dramatic confrontation unfolds, Marian’s father arrives with the police to restore order and finish the threat once and for all. The showdown ends with Shuko jailed and the police department regaining its resolve to battle the gang influence that had plagued the city for years. With the threat neutralized and order slowly returning, Billy and Jimmy can safeguard both halves of the Double Dragon and keep the peace in New Angeles.
