Vijay Surya arrives in Mumbai with the aim to conquer the city, taking shelter in Dharavi with his ally. The early actions mark the rise of a feared new power in the underworld.

To settle local debts, Surya's henchmen raid the Dharavi branch of Bank of Maharashtra, stealing the original loan documents and destroying the records. The Dharavi locals cheer him as a savior, but his reputation for extortion grows in parallel.

To shield himself from Ajay Bhardwaj, Surya traps Ajay's daughter Chitra and pretends to fall for her. The ruse buys him time and complicates his relationship with the police chief. The move marks the beginning of a dangerous game between two powerful men.

Surya learns that Central Minister Jaidev Ghanapuleti has sent assassins to kill him. He tricks the killers by posing as a guide and even plants bombs in their food, triggering a violent shootout. During the escape, Chitra discovers Surya's true nature.

Ajay Bhardwaj is forced to release Surya after his henchmen kidnap Chitra. The political move complicates Surya's standing and places Chitra in danger, while Surya's power continues to grow behind the scenes.

Surya backs Laalu to become Mayor of Bombay by defeating Arun Gokhle; Arun is later killed by Jaidev after revealing Jaidev's scams to Ajay. The political maneuver demonstrates Surya's reach inside municipal politics.

Jaidev's plan to kill Chitra and Ajay prompts Surya to rush to their house, but he cannot save Ajay in time. Ajay urges Surya to eliminate Jaidev in his final moments, heightening the sense of an impending confrontation.

Surya reveals to Chitra that he is an American-born Indian whose philanthropist parents were cheated and killed by Jaidev. He recounts his childhood attempts to enlist police help and his eventual act of revenge, publicly stabbing and shooting Jaidev.

Through Laalu, Surya meets Guru Govind Patel and offers him ₹35,000 crore for election campaigning, promising to make him the next PM. He pours crores into constituencies and publicly exposes Jaidev's illegal affairs, leaving Jaidev unable to contest.

Jaidev kidnaps Chitra, and Surya rushes to the rescue. In the climactic fight, Jaidev reminds Surya that the people sympathized with him after his earlier attack, and Surya ultimately shoots himself first, then kills Jaidev and the henchman to save Chitra.

Chitra accepts Surya's love as Govind Patel wins the elections. While recovering in the hospital, Surya delivers a final message to the public, closing his arc with a controversial yet hopeful note.
