In Mumbai, Surya, Mahesh Babu, lands with a ruthless plan after the city’s police commissioner proclaims the mafia’s grip over. He camps out in Dharavi with a trusted circle and begins assembling a tough crew, drawing support from local power players and laying the groundwork for a city-wide change that toes the line between vigilante justice and outright domination.

As Surya consolidates power, he wins the loyalty of Laalu, a shrewd local politician, Sayaji Shinde, following a calculated sequence of moves that showcase his reach. With his henchmen, particularly Shakeel, he eliminates a key witness to secure his position, then shifts to a campaign that promises debt relief for Dharavi’s residents. He orchestrates a scheme to deal with the neighborhood’s debts by targeting the original loan documents stored at the Bank of Maharashtra, effectively erasing records and leaving many locals relieved—and others wary of the cost of such “help.” To the community, Surya appears as a savior, but beneath the surface his methods spark fear of extortion and unchecked power.

To safeguard himself from the ever-watchful Ajay Bhardwaj, Surya traps Ajay’s daughter, Chitra Bhardwaj, and pretends to fall for her, a ruse that tugs at the edges of romance and danger. Chitra, Kajal Agarwal in the story, becomes entwined in a growing tension between love and threat. Soon Surya learns that Central Minister Jaidev Ghanapuleti, Prakash Raj, who has his sights on the prime minister’s chair, has dispatched assassins to kill him. Surya uses a dangerous ruse, posing as a harmless guide to draw out the killers, and plants bombs in their food, triggering a deadly shootout as they scramble to survive. In the ensuing escape, he encounters Chitra again, who has started to see through his façade. When arrested, Surya admits he trapped her, yet he cannot deny the growing truth that he has begun to love her.

Ajay Bhardwaj’s grip tightens, forcing Surya to a brink where survival means departure from crime or a fall from grace. In a bid to protect Chitra, Surya considers giving up his criminal empire, but the world laughs at his surrender and rejects his plea for a quiet life. Undeterred, he pivots to a disciplined plan: he launches a legitimate front, Surya Exports & Imports, that still serves as a mask for vigilante activity. Staffed with local insiders, this organization quietly imposes a 2% tax on contracts, expanding Surya’s influence while giving him the appearance of legitimate business. As his empire grows, he attends the inauguration of a “Business Bank,” where he openly displays his thirst for power and argues that crime has declined thanks to his network’s presence, while still presenting himself as a benefactor to the needy.

Surya’s strategic moves extend into the political arena when he meets Guru Govind Patel, head of the opposition, Raza Murad. He offers Patel a staggering sum to fund his election campaign and promises to pave the way for Patel to become the next prime minister, while also exposing Jaidev’s illicit affairs to cut Jaidev off from the political table. Patel’s campaign gains momentum, reshaping the national political chessboard. Meanwhile, Laalu’s influence grows as Surya backs him to become the mayor of Bombay, defeating Arun Ghokle, Rajeev Mehta. Arun’s disastrous exposure of Jaidev’s scams, revealed to Ajay, accelerates Jaidev’s anger and pushes him toward drastic actions. The power struggle becomes intensely personal when Jaidev kidnaps Chitra, prompting Surya to race to her rescue.
