The story follows one such unit as it operates under intense scrutiny, balancing high-stakes undercover work with the personal toll it takes on those who do the chasing.

In Bucharest, Bobby Samuels leads an IDTF team that has spent months chasing elusive cartels, and six months earlier his partner was killed in the line of duty. His new partner, Steve, arrives with a heavy heart—his wife is eight months pregnant, and the chance to return home for the birth is a strong undercurrent driving his determination. The two officers navigate a city that is equal parts beauty and danger, moving through courts, clubs, and night streets as they pursue leads that could crack a sprawling criminal network.

At the center of the criminals’ world is Russian drug kingpin Dimitri, a man who cloaks his empire in a family’s embrace. Dimitri’s wife (Dimitri’s Wife) and his young son (Dimitri’s Son) are kept close, protected by a discipline that borders on reverence. Dimitri has recently formed a dangerous partnership with Costel, a Romanian operator who runs the Roma Ace, one of the most infamous clubs in Bucharest. Costel’s operation is brutal and loud: his crew specializes in home invasions that strip wealthy households of valuables, and in the most harrowing acts, Costel himself rapes and kills the wife during these raids.
