David Billa is an infamous underworld Don who operates from Malaysia and stays one step ahead of Interpol’s pursuit. A high-stakes chase puts him on the brink, and in a brutal turn of fate, Billa is severely wounded during an escape attempt and dies right before DSP Jayaprakash. The officer quietly buries the corpse, rooting his conspiracy in secrecy as a way to keep the hunt alive. To complicate matters, Interpol assigns Major Sundarrajan as a partner to Jayaprakash, a blend of authority and grit who helps push the case forward even though no one outside the file knows Billa is dead.
With the death kept under wraps, Jayaprakash pursues a radical plan: he will replace Billa in his own world by finding a look-alike who can blend into the gang without tipping off the real game. The chosen man is Saravana Velu, a hotel server and small-time thug who has a talent for slipping into different personas. Velu agrees to impersonate Billa and step into the criminal network, motivated by a personal promise that his adopted child, a boy named Karan, will receive a proper education as a reward for his cooperation. The plan hinges on Velu’s ability to adopt Billa’s mannerisms, rhythms, and connections, while Jayaprakash quietly coordinates from the shadows.
As Velu trains for the role, he begins to learn the inner workings of Billa’s crime syndicate. He communicates with Jagdish, the gang’s boss on the phone, and gradually gathers the crucial details that could expose the network. Velu’s deception deepens when he delivers a pen drive containing sensitive information about the operation to Jayaprakash, hoping to secure a clean exit if needed. Yet danger looms close when Sasha, a fierce figure connected to the gang, confronts Velu as her brother Rajesh and her fiancée Rhea were killed by Billa earlier. In a tense moment, Jayaprakash interrupts and reveals to Sasha that Velu is not Billa at all, throwing the whole ruse into sharper relief.
Before a high-profile party, Velu shares another crucial lead with Jayaprakash about a scheduled meeting of Billa’s network. Rupa, a perceptive presence in the circle, overhears the exchange and confronts Velu in a struggle that takes a dangerous turn, ending with her death. The party erupts into violence as a shootout breaks out, and Jayaprakash is suddenly cut down by Jagadish, who seizes the moment by leaving Velu trapped with a gun he no longer holds. Velu discovers Jayaprakash’s corpse and the weapon, but the police capture him nonetheless. The interrogation scene turns chaotic as Velu insists he is Velu, not Billa, and tries to prove his identity with the missing pen drive that he once handed to Jayaprakash.
In a stunning twist, Velu escapes from a police van and reaches out to a contact, only to learn that the man now at the helm—Gokulnath—is actually Jagadish in disguise. Jagadish had killed Jayaprakash and has manipulated the situation from within the force. Officer Anil Menon, who has kept hold of the pen drive all along, enters the picture and makes a deal with Velu to bring Jagadish to justice. Meanwhile, Sasha and Karan are abducted by Jagadish, who demands the pen drive in return for their safety. Velu returns to Ranjith, delivering a second, corrupted copy of the data, which Ranjith tries to use to strike another blow against Velu. In the ensuing struggle, Ranjith falls to his death, and Velu confronts Jagadish in a final confrontation.
The climactic moment arrives when Jagadish—pretending to be Gokulnath—goes to the police and tries to secure Velu’s arrest by framing him as Billa. The plan backfires as the police realize the entire scheme after a recorded exchange between Jagadish and Velu is played back, proving Velu’s innocence.
