David Billa is an infamous underworld Don who sits atop Interpol’s most wanted list, operating from Malaysia with a chilling efficiency. Ajith Kumar brings Billa to life with a cold charisma, a man whose wealth of violence is matched only by his knack for staying one step ahead of the law. On the other side of the law, Prabhu plays DSP Jayaprakash, a steadfast officer who has spent years chasing Billa and rebuilding a quiet life in India away from the flash of crime.

Their cat-and-mouse game takes a brutal turn when a routine pursuit ends with Billa grievously wounded in an accident and dying in front of Jayaprakash. The moment is carefully buried in secrecy, and Jayaprakash quietly seals the body, choosing to protect a truth that could shake the entire operation. The case seems closed—except that Interpol has their own manhunt to run, and no one believes Billa is truly gone. Rahman steps in as Jagdish / Gokulnath, an officer who is assigned to work alongside Jayaprakash, though the true motive behind the assignment remains shrouded in ambiguity. The two men operate in a system where loyalties blur and evidence is an even rarer commodity than sleep.

To keep the pursuit alive, Jayaprakash uncovers a startling possibility: Billa’s death might be a carefully staged cover. He identifies a look-alike, Saravana Velu, a hotel server with a small-time gangster’s résumé, and he schemes to turn Velu into a Trojan horse inside Billa’s inner circle. The promise is simple but life-changing for Velu: if he can infiltrate the gang, Jayaprakash will ensure Velu’s adopted child, Avneesh Parekh as Karan, receives a proper education and a future beyond crime. With that leverage in hand, Velu undergoes training, learning the rhythms of Billa’s world, how to speak to the boss—how to pretend to be someone he isn’t, even when the truth gnaws at him from within.

Velu returns to the front line, masquerading as a now-amnesiac Billa who has been hiding in an apartment complex to recover from his injuries. He begins to absorb the mechanics of Billa’s network, and even connects with Jagdish on the phone, hearing the reach and reachability of the man he’s trying to replace. The exchange of secrets grows bolder as Velu hands over a pen drive containing the network’s darkest secrets to Jayaprakash, a move that could topple the entire operation if it falls into the wrong hands. Yet Velu’s cover is perilously thin, and danger closes in on him from a dozen angles at once. Sasha, played by Nayanthara, is introduced as a powerful figure within Billa’s orbit, and she becomes entangled in Velu’s precarious mission as she confronts the shattering truth about her own past. Her brother Rajesh, and his fiancée Rhea, who is portrayed by Hazel Keech, were among those cut down by Billa’s ruthless reach long before Velu arrived on the scene.

As Velu digs deeper, Jayaprakash reveals the truth to Sasha: Velu is not Billa, but he is the only man who might pull the gang apart from the inside. The revelation is a turning point, but it comes with a price. CJ, the darkly beguiling CJ, played by Namitha in the cast, overhears a crucial conversation about a meeting of Billa’s network and presses Velu for answers. A tense confrontation ensues, and in the struggle, Velu accidentally claims CJ’s life, a blow that hardens the conflict and raises the stakes for everyone involved.

A dramatic shootout erupts at a party, and Jayaprakash is killed by Jagadish, a moment that rattles the entire operation and leaves Velu reeling. The room fills with questions, and the police, led by a reshuffled team, seize Velu. He argues his case, insisting he is Velu and not Billa, but the van becomes a moving cage as he tries to navigate a system that seems designed to swallow him. The key piece of evidence—the pen drive—goes missing, fueling a desperate bid for truth. In a bold move, Velu escapes and phones the officer he believes can still see the real truth, only to discover that the enigmatic Jagdish is the same man who has been pulling the strings all along.

Officer Anil Menon, Adithya Menon, apparently held onto the pen drive all along and uses Velu to drum up a final confrontation with Jagdish. The cat-and-mouse game reaches a fever pitch as Sasha and Karan are kidnapped by Jagdish, who demands the pen drive in exchange for their safety. Velu then seeks out Yog Jappie as Ranjith and hands him a second pen drive—this one corrupted—setting off a chain of events that ends with a violent clash where Ranjith tries to strike Velu down, only to fall from a height in the ensuing scuffle. Jagdish, now masquerading as Gokulnath, makes one last bid to frame Velu as Billa and see him arrested, but the police, having wired the entire exchange between Jagdish and Velu, see through the ruse and move to end the ordeal.

With the truth finally laid bare, Velu hands the original pen drive to Officer Menon and steps free from the shadow of Billa’s empire. He is reunited with Sasha and Karan, ready to secure a future that once seemed out of reach. The story closes on a note of hard-won justice, where loyalty, deceit, and the costs of living in a world ruled by fear collide in a final, hard-won peace.
